PROJECT DETAILS: The project is located approximately 60 miles (97 km) northeast of Las Vegas, Nevada in Lake Mead National Recreation Area. The proposed project will rehabilitate 17.5 miles (28.2 km) of Northshore Road between mileposts 27.3 to 47.6. The route is entirely within the Lake Mead NRA. Project work includes rehabilitation, restoration, spot reconstruction (3.3 m (5.3 km)), and resurfacing of the existing roadway, parking areas, and pullouts. Roadway rehabilitation consists of widening the roadway using aggregate base to achieve the design width; pulverizing the existing asphalt pavement and aggregate base; placing of aggregate base to correct superelevation and crown; and resurfacing with hot asphalt concrete pavement. Roadway reconstruction is identified in areas where existing roadway deficiencies are excessive and can not be corrected with rehabilitation. This work includes removing the existing pavement; minor excavation and embankment to construct the subgrade; placing of aggregate base; and resurfacing with hot asphalt concrete pavement. In addition, project work includes the removal of inferior subgrade material (sub-excavation), drainage improvements (culvert/drop inlet installations and extensions, cleaning culverts, headwall construction, concrete curb and gutter construction, and riprap installation); reinforced concrete low water crossing construction, temporary tortoise fence, historic masonry work, and other incidentals. Masonry work includes reconstruction of historic stone headwalls that need to be dismantled and reconstructed. The roadway is currently open to public traffic and will remain open during construction with short delays. The construction will be completed in three segments. The contract will require paving of one segment before pavement is removed or pulverized on another section. The work is anticipated to take between 6 to 12 months starting in August 2009. When the solicitation is issued, contractors will be required to price bid items and bid the number of calendar days they will take to construct the project. MAJOR WORK ITEMS AND ESTIMATED QUANTITIES (Quantities subject to change): � Roadway Excavation: 15,000 m3 � Subexcavation: 5,000 m3 � Pulverizing: 25 km � Aggregate Base: 100,000 metric tons � Asphalt Surfacing: 62,000 metric tons � Riprap: 12,000 m3 � Culvert: 620 m � Concrete pavement: 442 m2 � Concrete curb and gutter: 8,000 m � Tortoise Barrier: 58,000 m � Pavement Markings: 55,000 m � Historic Stone Headwalls: 9 m2 � Stone masonry walls: 30 m The estimate price range for this project is $15 - $30 million. This solicitation will include FAR Clause 52.225-23 and it is possible one or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements. The tentative advertisement date is June 4, 2009.
