SECTION II.B: OBJECT OF THE CONTRACT (SUPPLIES OR SERVICES)
II.1) TITLE ATTRIBUTED TO THE CONTRACT BY THE CONTRACTING AUTHORITY:
UK-Maidstone: non-hra pfi contract - excellent homes for all.
II.2) TYPE OF CONTRACT AND PLACE OF DELIVERY OR OF PERFORMANCE: Services.

Dartford, Tunbridge Wells, Thanet).

II.3) SHORT DESCRIPTION OF NATURE AND QUANTITY OR VALUE OF SUPPLIES OR
SERVICES: Within the parameters of the UK Government's Private Finance
Initiative (PFI) the contracting authority, on behalf of the five District
and Borough Councils of Ashford, Dover, Thanet, Dartford and Tunbridge
Wells, intends to seek a private sector partner in relation to the design,
build, finance and operation of extra care housing and other forms of
supported housing within the Kent area.
The project is a non-HRA housing PFI which will deliver extra care
sheltered housing for older people and accommodation for vulnerable
people. Around 230 new units of housing is to be provided in areas with
high and growing demand for this type of housing. The private sector
partner will be required to be the landlord of the tenants in the units.
The contracting authority and the District and Borough Councils will
provide all of the required sites for the project.
The acommodation will be predominantly provided for rent but there may be
some scope for the provision of units for private sale or shared
ownership.
The contract is expected to be in place for around 30 years and will cover
the finance, build, hard and soft facilities maintenance and operation of
this accommodation, including housing management services. The contract
will not include care or housing related support, however the contracting
authority may consider variant bids which include care and/or housing
support services.
The contract will be procured and managed by the contracting authority on
behalf of the County and the five District and Borough Council partners.
The contracting authority, rather than any of the District or Borough
Council partners, will therefore enter into the Project Agreement with the
private sector partner. The contracting authority and the District Borough
Councils have previous experience of procuring PFI contracts through such
partnership mechanisms Housing services. Property management services of

II.7) ADDITIONAL INFORMATION: The Outline Business Case for the project
is currently being reviewed by the Homes And Communities Agency (HCA)and
is awaiting approval by HM Treasury Project Review Group (PRG). The
Contract Notice will be issued following receipt of PRG approval which is
anticipated this summer.
A bidders day will be held on 10.6.2009 at which information regarding the
project will be disseminated. Please contact the project manager to be
invited to this event.
When you express your interest to the contracting authority following the
publication of the Contract Notice, you will be provided with a
Pre-Qualification Questionnaire (PQQ) and the preliminary tender
documents. You will be expected to complete your PQQ within the 30-day
time period set for expressions of interest that follows publication of
the Contract Notice. AN ITPD and an ISOS will also be made available with
the PPQ. Only organisations which are pre-qualified and short-listed will
be expected to submit responses to the ISOS.
Service Category Code 27 is outlined in Section II.2) above as the main
Service Category Code for the project. Complimentary Service Category
Codes are 1 and 12.
