GENERAL PROCUREMENT NOTICE

The Socialist Republic of Vietnam has received financing in the amountof US$ 200,000,000 equivalent from the World Bank toward the cost of the Northern Delta Transport Development Project, and itintends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured underthis project. The Project's development objective is to enhance the efficiency, environmental sustainability and safety oftransport infrastructure and services, through the alleviation of physical and institutional bottlenecks, in two major waterwaycorridors in the Northern Delta Region. The project will include the following components:

Component A: Multimodal Transport Corridor Investments

This component consists of improvements to two major waterway corridorsin the Northern Delta Region to increase the efficiency of multimodal transport and supply chains and enhance the environmentalsustainability of the waterwaysystem. It has four subcomponents (in addition to 'detailed engineering design andsupervision'):

Subcomponent A1.Improvements to National WaterwayCorridors-the investments under this subcomponent arein two corridors: (a) an east-west northerncorridor between Viet Tri and Quang Ninh, a distance of 280 km; and (b) a north-southwestern corridor between Hanoi and the Ninh Co River estuary, that includes three river sections having a total length of259 km. 

Subcomponent A2.Improvements to Ninh Co RiverEstuary and an inter-connecting canal between the Day and Ninh Co Rivers with a navigation lock.

Subcomponent A3.Improvements to Provincial Ports-this subcomponent will comprise the construction ofnew facilities at Viet Tri and Ninh Phuc Ports. 

Subcomponent A4.Pilot Maintenance Contracts-this subcomponent will explore different arrangementsfor performing maintenance dredging and will pilot a maintenance scheme in the Project's corridors.   

Subcomponent A5. Design and Supervision- to carry out engineeringdesign and supervision for Subcomponents A1-A3.

Component B: Investments in Ferry Boat Stages

This subcomponent willinclude physical improvements to 15-30 pilotferry boat stages.

Component C: Institutional Support to Ministry of Transport (MoT), Vietnam Inland Waterway Administration (VIWA) andthe Provinces

This component consists of three subcomponents:

Subcomponent C1.Institutional support to VIWA-this subcomponent will support VIWA andMoToperationalize frameworks developed under Mekong Delta Transport Infrastructure Development Project (MDTIDP) for planning andmanagement ofports and waterways, as well as help VIWA carry out its tasks as manager of the inland waterway network in Vietnammore effectively.  This will be coordinated with, andcomplementary to, the institutional reform initiatives being undertaken under MDTIDP.  Initiatives to be addressed under NDTDP include:

  • C1i: support for the improved management of ports, landing stages and ferry boat crossings based on the frameworks being developed underMDTIDP;
  • C1ii: support for maintenance through the piloting of new maintenance arrangementssuch as performance-based contracts;and

·                    C1iii: support for the role of community participation in, and supervisionof, project activities.

Subcomponent C2.Training- will strengthen the capacity of central and provincial government transportofficials involved in the waterway sector in northern Vietnam.

Subcomponent C3.Project Audit Services-will finance two types of independentaudits: (i)Integrated Project Implementation Audit Services; and (ii) standard external project Financial Audit

Subcomponent C4. Preparation of FutureTransport Projects # to indentifyand prepare future Bank-financed transport projects in Vietnam. 

Procurement of contractsfinanced by the World Bank will be conductedthrough the procedures as specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Creditsdated May 2004, and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected inaccordance with the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers datedMay 2004.

Prequalification of suppliers and contractors will be required for thefollowing contracts:
