SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION

II.1.5) Short description of the contract or purchase(s): London Thames
Gateway Development Corporation (LTGDC) wishes to procure a development
manager to assist in the delivery of the London Sustainable Industries
Park (SIP) in Dagenham Dock, London.
LTGDC currently owns approximately 40 acres and is in the process of
acquiring a further 20 acres of land at Dagenham Dock and is seeking a
development manager to implement its plans for the SIP.
Recognising the credit market conditions and the limited availability of
development funding, LTGDC is seeking a partner to manage development on
its behalf initially rather than for such partner to contribute
development funding.
It is intended that LTGDC may sell their equity to a development partner
in the long term and a separate OJEU procurement procedure to appoint a
development partner is intended to be issued in due course.
This appointment is to seek development management services until the
appointment of the development partner and to assist with masterplanning,
site preparation and marketing of the site and to manage any works
procured seperately by LTGDC.
Of course any bidder-including the selected bidder for this
opportunity-will be eligible to bid for the development partner role under
the proposed procurement process in due course.
LTGDC is interested in receiving expressions of interest from suitably
qualified candidates with development management and partnering experience
in the context of schemes of this nature.
The vision for the SIP is one of a cluster of companies engaged in the
sustainable industries-a broad categorisation including environmental
technologies, value added recycling and sustainable waste management.
Through their physical co-location at Dagenham Dock these companies create
a competitive advantage for the occupiers, aiding occupation levels and
rents. Synergies between businesses will be explored to ensure that
opportunities to minimise the production of and maximise the re-use of
waste are exploited.

than the date set out in section IV 3.4.
The SIP vision is to transform the currently fragmented and underdeveloped
industrial site into an exemplar park for the emerging environmental
technologies market which operates in the fields of sustainable resources
use and renewable energy generation.
Sustainability will be the key distinguishing feature of the SIP which
will provide a location for environmental, low carbon and ‘green’
industries and to occupy sustainable premises in a location which provides
excellent access to the markets of London and the wider South East. The
first tenant on the park was Closed Loop, operating a food grade plastics
recycling plant, which is the first of its kind in the UK. LTGDC will
shortly exchange contracts with its second key tenant, an energy from
waste facility, to be operated by Cyclamax UK.
LTGDC has committed to developing the park to a high quality and level of
sustainability, with a commitment to develop all the buildings on the park
to an "Excellent" standard under the BREEAM 2008 standard. The commitment
to an "Excellent" standard forms part of the park’s commitment to
environmental performance and sustainability.
It is intended that the park itself and where appropriate individual
operators, will be net exporters of energy, in the form of heat and power,
with surplus production being used to support neighbouring development
where possible. Synergies between businesses will be explored to ensure
that opportunities to maximise resource efficiency and minimise waste–this
interrelationship between businesses is commonly referred to as industrial
symbiosis. Through their physical co-location at Dagenham Dock these
companies will be able to create over time a competitive business
advantage for the occupiers, aiding occupation levels and rents.
LTGDC are working with the Thames Gateway Institute for Sustainability
(IfS) to develop a research and development facility of up to 15 000 sq ft
which could occupy around 6 acres on the site. In common with the rest of
the park the IFS facility will be developed to an "Excellent" standard
under the BREEAM 2008 building rating system. The aim of the IFS is that
it will provide over GBP 10 000 000 of research and development projects
that will aid the delivery of the Thames Gateway. The environmental
technology sector is set to double over the next eight years therefore the
institute aims to act as a magnet for inward investment and stimulate new
jobs growth. The IFS provides the opportunity to test and implement new
technologies on an active development site and support the growth of
businesses and local enterprise on the park.
An application for GBP 14 000 000 of Government funding is intended for
Phase 1 of the IFS. The remainder of the IFS is to be privately financed.
The location of the IFS will be outlined shortly as the development
framework for the SIP evolves.
LTGDC reserves the right to change without notice the procedure for
awarding the contract, to reject all or any bids for the contract, to
terminate discussions with any or all interested applicants and/or to stop
the process and not award a contract at any time without any liability on
its part.
Tenders and all supporting documents for the contract must be priced in
GBP sterling.
LTGDC is not liable for any costs incurred by those expressing an
interest, in negotiating or tendering for this contract opportunity.
