SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION
II.1.1) Title attributed to the contract by the contracting authority:
Replacement & Implementation of Human Resources and Payroll System.

II.1.5) Short description of the contract or purchase(s): The Council
currently operates a NorthgateArinso Payroll/HCMS, under license until May
2011. In addition the Council has site licences in perpetuity for Oracle
Payroll/HCMS.
The Council is seeking to secure a Partner to either implement Oracle
Payroll/HCM or to supply and implement an alternative solution. The system
must include the following functionality (indicative but not exhaustive):
HR management and Admin, Organisation and Employee Hierarchy, Payroll, Car
Mileage, Expenses and P11D, Absence Management, Recruitment, People
Development and Learning, Occupational Health and Safety, Manager Self
service, Employee Self Service, Report writer tools, Self service
reporting.
All modules are required to be fully implemented by January 2011.
The Council employs 12 500 employees and provides Bureau services to 16
partner organisations. The system must have the capacity to allow the
Council to deliver HR and Payroll Bureau Services for current clients with
the potential to extend these services in collaboration, to Council
business partners and other public sector organisations/authorities.
Implementation consultancy and technical support for installation, system
design and build, User training, business process design, interface
development, data conversion are also required as is ongoing support and
maintenance of the product including upgrades and releases.

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope: HR/Payroll system implementation and
ongoing support and maintenance. The current employee headcount is 18 000.
II.2.2) Options: Yes.
Description of these options: The contract will be awarded for an initial
period of five years with an option for an additional two renewals, each
for a further five years, based on performance and outcomes detailed in
the tender documents.
II.3) DURATION OF THE CONTRACT OR TIME-LIMIT FOR COMPLETION: Duration in
months: 60 (from the award of the contract).

SECTION VI: COMPLEMENTARY INFORMATION
VI.3) ADDITIONAL INFORMATION: Wirral Council seeks to establish
agreements by or on behalf of UK Public Sector Bodies. These will include
Central Government Departments and their Agencies, NHS Bodies, Local
Authorities, Police and Emergency Services. (The Public Sector Bodies may
decide to hold an electronic reverse auction on the re-opening of
competition amongst the parties to the agreement). The agreement will
initially be for (but not limited to) Knowsley, Liverpool, Sefton, St
Helens, Halton and Wirral Local Authorities.
The contract will be open to other Local Authorities and Public Sector
Bodies within Merseyside, and the North West area, namely Halton Borough
Council, Liverpool City Council, Knowsley Metropolitan Borough Council,
Sefton Metropolitan Borough Council and St Helens Metropolitan Borough
Council, who may wish to join the contract if advantageous at an
identified time.
