This is a combined synopsis/solicitation for a commercial service prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested. Solicitation HHSP2332009OCALCEAPPS is issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 2005-31. The NAICS is 541516 with a size standard of $25M. This acquisition is being solicited as Small Business (SB) Set-Aside. See attached solicitation for additional details. In addition to the solicitation, offerors need to contract Bettie Hartley, Contracting Officer @ bhartley@psc.gov no later than May 6, 2009 to make arrangements to obtain the Government provided CD and to review the documents in the Reading Room which accompany the solicitation. The Reading Room will be available on Thursday, May 7, 2009 and Friday, May 8, 2009. Question related to this solicitation must be submitted not later than 1:30 p.m., May 11, 2009 EDT to bhartley@psc.gov. Questions submitted after the due date and time will not be considered. All questions must be submitted in writing. Hard copies of proposals are due June 2, 2009 at 1:00 p.m. EDT to the following: Department of Health and Human Services, PSC/SAS/DAM, Attn: Bettie Hartley, Room 5-101, Parklawn Building, 5600 Fishers Lane, Rockville, MD 20857. NOTE: Because of increased security in the Parklawn Building, please allow extra time for your proposal to be processed and delivered to the Contracting Office. Offerors who wish to hand carry proposals or bids will not be allowed to enter the building through any entrance other than the loading dock. The loading dock area has parking available for deliveries and is accessible from Parklawn Drive. ALL DELIVERIES, including proposals and bids, must be taken to the loading dock area of the Parklawn Building. All incoming packages will be x-rayed and/or opened by the security personnel, and the delivery person will be signed in as a visitor. To enter the building as a visitor, a person must show a photo I.D., sign in, and provide the Contract Specialist�s name and telephone number for verification. If you have any questions regarding the security procedures for the Parklawn Building, you may contact the Guards Office on (301) 443-4144.
