NOTICE OF REQUEST OF MANIFESTATION OF INTEREST TO SELECT TECHNICAL CONSULTANCY SERVICES TO RATIONALIZE THE FINANCE SECRETARY FISCAL CREDITS RECOVERY SYSTEM – RCF .

LOAN AGREEMENT IBRD No. 7208-BR


1. The STATE OF TOCANTINS received a loan from the International Bank for Reconstruction and Development (IBRD) for implementing the Regional Sustainable Development Project - PDRS, and intends to apply part of the resources from such loan in payments admissible for the Selection of Consultants to assist the Secretariat of Finance – SEFAZ on the development of processes to Fiscal Credits Recovery - RCF

2. The scope of services of rationalization of SEFAZ Fiscal Credits Recovery system - RCF: i) Rationalization of the processes, including diagnosis and propose of redesign of the flows procedures; ii) Implantation of Electronic Document Management – GED, including diagnosis and proposal of design of procedure flows; iii) Revision of the Tax Legislation, including diagnosis and proposal; iv) Broadcast the Tax Legislation on the Web, including development of web services; v) preparation and publication of Procedures Guidelines; e vi) Training of SEFAZ staff.

3. The Superintendence of Strategic Support of SEINF invites companies/institutions to submit a signification of interest aiming to provide said consulting services, as well as showing that they are qualified to perform the services, whereby they are to submit information substantiating their qualifications (printouts, description of similar services, experience under similar circumstances, team with the required qualifications, etc.). The constitution of associations for purposes of strengthening the required qualifications is admitted.

4. A Company or Association will be selected according to the procedures established by the Directives of the World Bank for Selecting and Employing Consultants by borrowers of the World Bank, as published in January 1997 (revised in September 1997, January 1999 and May 2002) for Selection Based on Quality and Cost (SBQC).
