GENERAL PROCUREMENT NOTICE

Loan/Credit No. [ ]

The Government of India has applied for a loan from the World Bank in the amount of
US$370 million equivalent toward the cost of the Dam Rehabilitation and Improvement Project (DRIP) and it intends to apply the proceeds of this loan to payments for goods, works, related services and consulting services to be procured under this project. The project will include dam safety and rehabilitation works and institutional strengthening in 5 states (Madhya Pradesh, Tamil Nadu, Kerala, Orissa, and Chhattisgarh) and strengthening of national level dam safety institutional setup in Central Water Commission (CWC). CWC will also be responsible for overall coordination and implementation of the Project.

The following project activities are likely to be taken up in this project:

1. Rehabilitation and improvement of dams and associated appurtenances. This would essentially consist of civil works typically not exceeding US$10 million per contract and would be procured through National Competitive Bidding procedures.

2. Consultancies for safety reviews and structural/non-structural interventions. This would include several contracts that could exceed US$200,000 each.

3. Institutional Strengthening in 5 participating states and CWC, with small value contracts for works and services expected.

4. Implementation Support and Management Consultancy, attached to CWC, and working in each of the five states. This consultancy will be procured through QCBS. The main tasks of this consultancy will include; (i) provision of broad technical and institutional implementation supports to Central Project Management unit (CPMU) in delivering skills related to both management and technical implementation of the program; (ii) assisting the Hydrological Studies Organization (HSO) and concerned Design Organization of CWC with the tasks of hydrological analysis, instrumentations and design reviews; (iii) provision of third party supervision and quality control for the rehabilitation and improvement works under taken by the participating states; and (iv) assisting the Central Dam Safety Organization (CDSO) in strengthening of the central level dam safety institutional setup.

5. Procurement of services for national/international trainings in dam safety field, with contracts typically of small value.

6. Procurement of hardware/software, warning systems, weather monitoring systems, etc., through packages that may include ICB.

Procurement of contracts financed by the loan will be conducted through the procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits, May 2004 (revised October 2006), and is open to all bidders from eligible source countries as defined in the guidelines. Consulting services will be selected in accordance with the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004 (revised October 2006). Specific procurement notices for contracts to be bid under the World Bank's international competitive bidding (ICB) procedures and for large-value consultants' contracts will be announced, as they become available, in newspapers and trade publications of wide international circulation and in local newspapers.
