The U.S. Department of Energy, Southwestern Power Administration(Southwestern) intends to issue a Request for Proposal (RFP) to construct two self-supporting microwave radio towers, radio/generator buildings, and associated secondary power service on the U.S. Army Corps of Engineers Truman project offices located near Warsaw, MO and Southwesterns Achilles Radio Site near Achilles, OK. Work generally consists of, but is not limited to, the addition of new self-supporting microwave towers, foundations and accessories with antennas and feed lines; the addition of new Radio/Generator Building and foundations; the installation of standby generator sets and accessories; the installation of new LP tanks and piping; the addition of secondary power service to the new Radio/Generator buildings; the removal and relocation/stacking of existing guyed radio towers; and the removal and disposal of an existing radio building and associated equipment and materials. All work shall be in accordance with both the general specifications, site specific statements of work, and site plans/drawings incorporated in the solicitation package. In accordance with FAR 19.10, Small Business Competitiveness Demonstration Program, this project is Unrestricted. However, Small Businesses are not precluded from participating and are encouraged to submit a proposal. The applicable North American Industry Classification System (NAICS) code for this acquisition is 237130 and the small business size standard is $31 million. The magnitude of this project is estimated to be between $1,000,000 and $4,000,000. Contractor registration in the Governments Central Contractor Registry (CCR) is required in order to be eligible for contract award. Registration may be completed and information regarding the registration process may be obtained at http://www.ccr.gov. The solicitation package will be issued on or about May 20, 2009 with bids being due on or about June 22, 2009.
