Procurement of Vehicles and Motorcycles with Crush Helmets


Procurement Number: MAFFS/PU/ICB/02/03/09

1. The Ministry of Agriculture, Forestry and Food Security has an approved budget for
2009 Financial Year from Government funds towards the cost of the Procurement of Vehicles and Motorcycles with Crush Helmets and intend to apply a portion of the funding to eligible payments under a contract for which this invitation for Bids is issued as follows:

Bidders may bid for one or more lots.

3. Bidding will be conducted through International Competitive Bidding (ICB) in accordance with the Sierra Leone Public Procurement Act, 2004 and is open to all bidders from eligible countries as defined in the Bid Documents.

4. A complete set of bidding documents may be purchased by interested bidders on submission of a written application to the address below upon payment of a non - refundable fee of (USD200.00) Two Hundred United States of American Dollars for foreign companies or (Le600,000.00) Six Hundred Thousand Leones for suppliers within Sierra Leone. The method of payment will be by cash, cashiers cheque or bank draft to the Ministry of Agriculture, Forestry and Food Security. Suppliers whose cheques are found to be duds shall have their bids rejected. The documents may be collected by hand at the address below or will be sent by courier at an additional cost of (USD200.00) Two Hundred United States Dollars for overseas deliveries.

5. Interested bidders may obtain further information and inspect the bidding document at the address below between 8:00 am - 5:00 pm from Mondays to Fridays.

6. Sealed bids must be delivered to the address below on or before 12:00 noon on Friday June 05, 2009. All bids must be accompanied by:

APPLICABLE ONLY TO BIDDERS WITHIN THE PURCHASERS OWN COUNTRY
 A Certified True Copy of a Valid Business Registration/ Renewal Certificate.
 A Certified True Copy of a Valid Tax Clearance Certificate from the National Revenue Authority (NRA).
 A Certified True Copy of Valid NASSIT Clearance Certificate.
 Bid Security amount of USD5,000 for Lot I: USD18,000 for Lot II: USD10,000 for Lot III: USD1,500 for Lot IV and USD6,500 for Lot V or in a freely convertible currency and must be in the form of a Bank Guarantee.

APPLICABLE ONLY TO BIDDERS OUTSIDE THE PURCHASERS OWN COUNTRY
 Bid Security amount of USD5,000 for Lot I: USD18,000 for Lot II: USD10,000 for Lot III: USD1,500 for Lot IV and USD6,500 for Lot V or in a freely convertible currency and must be in the form of a Bank Guarantee.
 A certified true copy of a valid business registration certificate or certificate of incorporation in conformity with the provision of the laws of that country.
7. Bids will be opened on Friday June 05, 2009 at 12:05 noon in the presence of bidder’s or their representative’s who chose to attend, at the Main Conference Room, 1st Floor, Ministry of Agriculture, Forestry and Food Security, Youyi Building, Freetown Sierra Leone. Late bids will be rejected and returned unopened to bidders.
