SUPPLY AND DELIVERY OF FERTILIZERS

IFB № MAFFS/DFPP/ICB/01/03/2009


1. The Government of the Republic of Sierra Leone has received funds from the Islamic Development Bank toward the cost of Diversified Food Production Project (DFPP) and it intends to apply part of the proceeds of this grant to payments under the contract for IFB № MAFFS/DFPP/ICB/01/03/2009. Bidding will be governed by the Islamic Development Bank GUIDELINES FOR PROCUREMENT UNDER ISLAMIC DEVELOPMENT BANK FINANCING.

2. The Ministry of Agriculture Forestry and Food Security now invite sealed bids from eligible bidders for the supply and delivery of fertilizers:

Bidders may quote for ONE or MORE lots.

3. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the GUIDELINES FOR PROCUREMENT UNDER ISLAMIC DEVELOPMENT BANK FINANCING and are open to all bidders from eligible countries as defined in the Guidelines.

4. Interested eligible bidders may obtain further information from the Procurement Unit Ministry of Agriculture, Forestry and Food Security 1st Floor Room E105 Youyi Building Brookfields Freetown Sierra Leone and inspect the bidding documents at the address given in paragraph 5 below from 9.00 am to 5.00 p.m local time from Mondays – Fridays.

5. A complete set of bidding documents in English may be purchased by interested bidders on the submission of a written application to address 1 below and upon payment of a non-refundable fee of Two hundred United States of American Dollars (US$200.00) for foreign companies or Six Hundred Thousand Sierra Leonean Leones (Le 600,000.00) for suppliers within Sierra Leone. The method of payment will be by cash, cashier’s cheque, or Bank Draft to Diversified Food Production Project. Suppliers whose cheques are found to be duds shall have their bids rejected. The document may be collected by hand at address (1) below or will be sent by courier at an additional cost of USD200.00 for overseas deliveries.

6. Bids must be delivered to the address below at or before 12.00 noon. Local time on
Monday June 01, 2009. All bids must be accompanied by a Bid Security amount of
USD24, 500.00 for lot 1, USD25, 000.00 for lot 2 and US$4,000.00 for lot 3 respectively.
Late bids will be rejected. Bids will be opened in the presence of bidders’ or their
representatives who choose to attend at the Conference Room at the Location indicated
below at 12.05 noon local time on Monday June 01, 2009.

7. APPLICABLE ONLY TO BIDDERS FROM PURCHASER’S OWN COUNTRY
A certified true copy of a valid tax clearance certificate
A certified true copy of a valid NASSIT clearance certificate
A certified true copy of a valid business registration/renewal certificate
8. APPLICABLE TO BIDDERS OUTSIDE THE PURCHASER’S COUNTRY
A certified true copy of a valid business registration or incorporation in conformity with the provision of the laws of that country:
