REQUEST FOR EXPRESSIONS OF INTEREST

1. The Government of the Republic of Sierra Leone has received funds from the Department for International Development (DFID) and the European Commission (EC), to be managed by the World Bank, toward the cost of the Institutional Reform and Capacity Building Project (IRCBP), and intends to apply part of the proceeds for Procurement and Technical Audit of projects funded by International Development Association (IDA) under IRCBP and the Local Government Development Grants (LGFD) under the Local Councils provided by the Government of Sierra Leone.

2. The main objective of the consultant services is to provide support to the Client for the review of procurement processes (goods, works and services) and assess the technical quality and as-built costs of works of IDA and LGDG funded projects under IRCBP and the Local Councils respectively.

3. The services include, but not limited to: (i) review of the procurement, contracting, and implementation processes and timeliness and appropriateness of no-objections issued by IDA for a sample of contracts, (ii) Assessing the technical/physical quality of completed sub-projects and verify technical compliance of as-built structures with specifications and drawings and identify reasons for deviations, if any, etc.

4. The IRCBP now invites eligible consulting firms to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). The key staff envisaged for the assignment includes Procurement Audit Expert (1 Nr), Procurement Specialists (2 Nr), Financial Management Specialist, Civil Engineer/Structural Engineer, Quantity Surveyor and Mechanical/Electrical Engineer. Consultants may associate to enhance their qualifications.

5. The consultant services are expected to span about 3 months and it is expected that the assignment will start by 12th September 2009. A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004, revised October 2006).

6. Interested consultants may obtain further information at the address below during office hours from 0900 to 1600 hours GMT from Monday to Friday.

7. Expressions of interest must be delivered in sealed envelopes or electronically in MS Word or pdf to the address below by 1200 hours on 20th May 2009.
