II.1.5) Short description of the contract or purchase(s): The subject of
the contract is:
— design and submission of samples;
— production and delivery of the customised semi-transparent high-security
holographic laminating film;
— delivery and installation of the 2 accreditation document issuers,
including basic training.

II.2) Quantity or scope of the contract
II.2.1) Total quantity or scope: The subject of the contract is:
— design and submission of samples;
— production and delivery of the customised semi-transparent high-security
holographic laminating film;
— delivery and installation of the 2 accreditation document issuers,
including basic training.

II.3) Duration of the contract or time limit for completion: Duration in
days: 160 (from the award of the contract).
Section III: Legal, economic, financial and technical information
III.1) Conditions relating to the contract
III.1.2) Main financing conditions and payment arrangements and/or
reference to the relevant provisions regulating them: No pre-financing or
interim payments are foreseen. 1 payment will be made provided that
contractor fulfils in full his contractual obligations. The request for
payment shall be admissible if accompanied by:
(a) provisional acceptance of supplies and services provided;
(b) the relevant invoices.
The payment will be made within 30 days of receiving all the documents
mentioned in the preceding sentence.
III.1.3) Legal form to be taken by the group of economic operators to
whom the contract is to be awarded: If tenderers submit a joint offer but
have not yet set up an entity with legal form, and if they are awarded the
contract, the contracting authority may require them to give a formal
status to their collaboration before the contract is signed, if this
change is necessary for proper performance of the contract. This can take
the form of an entity with or without legal personality but offering
sufficient protection of Frontex's contractual interests (depending on the
Member State concerned, this may be, for example, a consortium or a
temporary association). The contract has to be signed by all members of
the group, or by 1 of the members, which has been duly authorised by the
other members of the grouping (a power of attorney or sufficient
authorisation has to be provided and will be attached to the contract), if
the tenderers have not formed a legal entity.

III.2) Conditions for participation
III.2.1) Personal situation of economic operators, including requirements
relating to enrolment on professional or trade registers: Information and
formalities necessary for evaluating if requirements are met:
Tenderers must have the following professional capacity to perform the
contract:
— they must be registered in a relevant commercial or trade register,
— they shall possess the ISO certificate 9001:2000 — quality management
system or equivalent certificate.
Evidence of the professional capacity must be provided by:
— a certificate of professional or commercial registration imposed by the
country in which the tenderers are established. If they are not required
or permitted to enrol in such a register for reasons of their statute or
legal status, an explanation should be provided,
— a copy of the ISO certificate 9001:2000 — quality management system or
equivalent certificate.
III.2.2) Economic and financial capacity: Information and formalities
necessary for evaluating if requirements are met:
Tenderers must have the following economic and financial capacity to
perform the contract:
— they must be able to prove that they are in a stable financial position
and demonstrate annual turnover in 2007 and 2008 for a minimum amount of
100 000 EUR (or equivalent in local currency).
Evidence of the economic and financial capacity must be provided by:
— a statement of the undertaking's overall turnover for the years 2007 and
2008.
III.2.3) Technical capacity: Information and formalities necessary for
evaluating if requirements are met:
Tenderers must have the following technical capacity to perform the
contract:
— at least 3-years experience in providing similar equipment/services.
Evidence of the technical capacity must be provided by:
— a list of contracts performed or deliveries executed in the past 3
years, with sums, dates and recipients.
The proper performance of the contracts listed above shall be in a form of
a self declaration signed and stamped by an authorised representative of
the tenderer.
