URBAN INFRASTRUCTURE AND SERVICE DELIVERY PROJECT

Procurement of necessary equipment for remote reading of water consumption (water meters with remote accessories and appropriate software's for radio remote control) and procurement of necessary equipment for leakage detection with appropriate softwares.

1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, issue no 642 of 16 November 2004.

2. Bosnia and Herzegovina has received a credit from the International Bank for Reconstruction and Development toward the cost of Urban Infrastructure and Service Delivery Project, and it intends to apply part of the proceeds of this credit to payments under the Contract for Procurement of necessary equipment for remote reading of water consumption (water meters with remote accessories and appropriate software's for radio remote control) and procurement of necessary equipment for leakage detection with appropriate softwares, Lot 1: Necessary equipment for remote reading of water consumption;

Lot 2: Necessary equipment for leakage detection,

Lot 3: Equipment and Software for Operation in the GIS, no. Pale-ICB-42-G-09-3954BOS.

3. The JP Vodovod i kanalizacija a.d. Pale now invites sealed bids from eligible and qualified bidders for Procurement of necessary equipment for remote reading of water consumption (water meters with remote accessories and appropriate software's for radio remote control) and procurement of necessary equipment for leakage detection with appropriate softwares. The delivery period is 30-60 days after contract signin..

This bid is conducted on lots basis. Bidders may bid for one, two or three lots as defined in the bidding documents. Bidders wishing to offer discounts in case
they are awarded more than one contract will be allowed to do so, provided that the discounts are included in the Form of Bid or submitted in writing before the deadline for bid submission. All bids and offers of discounts shall be opened and evaluated simultaneously so as to determine the bid or combination of bids, including discounts, offering the lowest evaluated bid/s for the Purchaser.

The Purchaser will award the contract/s to the lowest evaluated bidder/s for two, three lots or each lot determined on the basis of the lowest evaluated
combined cost for the Purchaser for the entire package and who meet all post qualification criteria for the lot/s for which they are bidding.

4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, May 2004, and is open to all bidders from Eligible Source Countries as defined in the Guidelines.

5. Interested eligible bidders may obtain further information from JP Vodovod i kanalizacija a.d. Pale, Mr. Momir Blagojevic; e-mail:vodovod@paleol.net and inspect the Bidding Documents at the address given below from 10:00a.m-14;00p.m

6. Qualifications requirements include:

(a) Financial Capability

The Bidder shall furnish documentary evidence that it meets the following financial requirements:
(i) The Bidder must send authorized documents of annual business, that is audited Financial Statements of the Company for last three years, the average of which cannot be less than

a) LOT 1: 280,000.00 Euro per year

b) LOT 2: 100,000.00 Euro per year

c) LOT 3: 20,000.00 Euro per year

If the bidder is a Joint Venture (JV), all members of the JV should be jointly and severally liable for the contract implementation and should jointly meet all qualification requirements. The average value of the business of member in charge should be at least the equivalent of Euro as follows:

a) LOT 1: 220,000.00 Euro per year
b) LOT 2: 80,000.00 Euro per year
c) LOT 3: 16,000.00 Euro per year

(b) Experience and Technical Capacity

The Bidder shall furnish documentary evidence to demonstrate that it meets the following experience requirements:

(i) The Bidder must have been established and in the business of producing or selling similar type of the above mentioned goods for three (3) years prior to the deadline for submission of Bids.

If the bidder is a Joint Venture (JV), each of the members of the JV should meet these requirements.
(ii) The Bidders shall provide detailed and verifiable evidences (including reference list with Purchasers’ names and contact data) of satisfactory completion of not less than 2 (two) contracts during the last 3 (three) years for supply of:

LOT 1- in total not less than 760 pcs water meters with remote accessories and appropriate softwares for radio remote control, DN ½“ to DN 250 mm

LOT 2 - in total not less than 16 pcs appliances for leakage detection with appropriate softwares

LOT 3 - in total not less than 2 pcs GPS for Operations in the GIS with appropriate softwares.

If the Bidder is a Joint Venture (JV), each of the members of the JV should have at least one successfully completed similar contract during the last 3 years for supply of half of the quantities of similar
equipment as indicated above, for each lot/s the bidder is bidding.

A margin of preference for certain goods manufactured domestically shall not be applied. Additional details are provided in the Bidding Documents.

7. A complete set of Bidding Documents in English language may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non refundable fee 150 KM or its equivalent in EURO. The method of payment will be direct deposit at bank account mentioned below. The Bidding Documents will be sent by airmail or regular mail.

8. Bids must be delivered to the address below at or before 12:00 p.m on June 22, 2009. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person at the address below at 12:00 p.m. on June 22, 2009. All bids must be accompanied by a Bid Security of minimum

a) LOT 1 – 5,500.00 KM
b) LOT 2 – 2,500.00 KM
c) LOT 3 – 500.00 KM
or an equivalent amount in a freely convertible currency.
