FIRST STATE TAX SERVICE OF UKRAINE MODERNIZATION PROJECT

GENERAL PROCUREMENT NOTICE
LOAN No. 4698-UA

This General Procurement Notice updates that published in Development Business No. 723 as of March 31, 2008.

The Government of Ukraine has received financing in the amount of USD 40 million equivalent from the World Bank toward the cost of the First State Tax Service Modernization Project, and it intends to apply part of the proceeds to payments for goods, technical services and consulting services to be procured under this Project.


The Project consists of the following components:


Part A: Organization and Management Modernization
1. Strategic Project Management.
2. Organizational Consolidation.
3. Human Resource Management Capacity Building.
4. Executive and Line Management Capacity Building.
5. Legislative and Statistical Analysis.
6. Stakeholder Relations.


Part B: Operations Modernization
1. Prototype Core Tax Administration Operations.
2. Customer Service Call Center.
3. Compliance Strengthening.
4. Large Taxpayer Office Support.

The following Goods, Related Services and Consulting Services are expected to be procured:
A. Goods
1. Document Management.
2. Procure hardware for supporting implementation of Tax Block and Document
management.
3. Procurement of licensed software product on personnel necessity planning
B. Consulting Services
1. Procure the contractor on Implementation Support of the System and organization
structure.
2. Training course for technical specialists on CASE-tools.
3. Business English training

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits (1999 edition), and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (2002 edition).

Specific procurement notices for contracts to be bid under the World Bank’s international competitive bidding (ICB) procedures and for contracts for consultancy services will be announced, as they become available, in UN Development Business, dgMarket and official gazette of national circulation.

Interested eligible bidders who wish to be included on the mailing list to receive invitations to bid under ICB procedures, and interested consultants who wish to receive a copy of advertisement requesting expressions of interest for consultancy contracts, or those requiring additional information, should contact the address below.
