for Taxi Regulation wishes to establish a 4 year framework agreement with
a minimum of 3 operators for the provision of secure print services, with
an initial contract for the printing of 18 000 certificates and 40 000
secure receipts.

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope: The intial contract covers the printing
of 18 000 certificates and 40 000 secure receipts. In addition, the
framework agreement covers a full range of secure printing requirements
including licences, display cards and further certificates etc.

III.1) CONDITIONS RELATING TO THE CONTRACT
III.1.3) Legal form to be taken by the group of economic operators to
whom the contract is to be awarded: A grouping if successful must be
prepared to contract as a single entity having joint and several
liability.

IV.2) AWARD CRITERIA
IV.2.1) Award criteria: The most economically advantageous tender in
terms of the criteria stated in the specifications, in the invitation to
tender or to negotiate or in the descriptive document.

SECTION VI: COMPLEMENTARY INFORMATION
VI.3) ADDITIONAL INFORMATION: The Commission will not be responsible for
any costs, charges or expenses incurred by candidates or tenderers
involved in this contract award process.
Contract award may be subject to approval by the competent authorities.
THE FOI Act applies to the Commission for Taxi Regulation and therefore
all candidates should indicate whether any of the information provided by
them in the course of this procedure is to be treated as sensitive
commercial information which should remain confidential to the Commission.
The successful tenderer(s) will be required to furnish a valid tax
clearance certificate from the Irish Revenue Commissioners.
Contract award may be subject to clarification interview.
The Commission are establishing a multi party framework agreement for a
period of 4 years. The initial contract relates to the printing of 18 000
certificates and 40 000 secure receipts. Following receipt of tenders, all
tenders will be evaluated in accordance with the award criteria. The most
economically advantageous tender will be awarded the initial contract and
a place in the framework agreement with at least the next 2 best scoring
tenderers being admitted to the framework agreement. As and when future
requirements arise all parties to the framework will be invited to a
mini-tender competition. The Commission reserves the right at its sole
discretion over the life of the framework agreement to award 12 month
contracts for all its printing requirements, however all members will be
invited to tender for this contract. Future contracts will relate to the
full range of print requirements to meet the ongoing printing needs of the
Commission over the lifetime of the framework.
All contracts awarded under the framework agreements will be subject to
regular and satisfactory performance review in addition compliance with a
Service Level Agreement to be signed at the contract award stage.
Admittance to the framework agreement will be subject to the successful
tenderer(s) formal acceptance of the Commission's framework terms and
conditions, which will be issued in draft form as part of the tender
documents.
