SPECIFIC PROCUREMENT NOTICE
Credit No. 4325 BOS

Expressions of Interest

This request for expressions of interest follows the general procurement notice for this project that appeared in Development Business Issue No.: 708 dated 16 August 2007

The Bosnia and Herzegovina has received a credit from the International Development Association (IDA) in the amount of US$ 36 million equivalent toward the cost of the Agriculture and Rural Development Project, and intends to apply part of the proceeds of this credit to payments under the contract for International Payments Organization Expert ( Ref No.: BA-ARDP-4325-IC-BL-CS-09-057-MoFTER).

The following activities are envisaged to be supported by the expert:
• Guide the review of the existing sector registration, payment and control processes to understand existing rights and duties.
• Analyze the technical aspects of the existing payment systems in the entities and Brcko District.
• Prepare gyp analyses of the payments procedures comparing it to EU requirements.
• Propose the model of the payment organization in B&H.
• Assist the The Ministry of Foreign Trade and Economic Relations (MOFTER) to define the framework of the Office for Harmonization and Coordination of Payment systems, its tasks and duties, internal structure, management, coordination and reporting lines (both vertical and horizontal) and other relevant issues, in accordance with BiH needs and opportunities and in line with EU standards and best practices.
• Coordinate with representatives of the state agencies responsible for food safety, veterinary services and plant health, on issues relevant for payment systems.
• Coordinate with representatives of the entities on the issues relevant to payments harmonisation.
• Coordinate and assist to other relevant issues such as farm and client registers and their links to payment systems.
• Train MoFTER staff on all aspects of payments system.
• Any relevant payments system matters.
Anticipated output(s):
• Report on the main findings of the review and gyp analyses of payments systems in B&H and recommendations.
• Proposed model of the payment organization in B&H.
• Drafted relevant organizational structure, its tasks and duties, and job posts for the staff of the B&H Office for Harmonization and Coordination of Payment Systems, and Rationale.
• Proposed linkages of the payment organizations with farm and client registers.
• Draft training material for the staff in payment procedures.
• Outline plan of next steps following establishment of the B&H Office for Harmonization and Coordination of Payment Systems.

Length and timing of mission(s)/ resource requirements:
An initial input of 40 working days, based on a 5 days per working week in BiH MoFTER Sarajevo Office, commencing on May 2009 is anticipated.

Profile of the expert:
The international expert should have:
• University degree or above in finance, agriculture economics, or other related discipline;
• Practical experience in the development of EU accredited payment agencies and in public financial management, preferably in new EU member state;
• Computer literate (Word and Excel).
• Good working knowledge of English.

The Ministry of Foreign Trade and Economic Relations of Bosnia and Herzegovina, Department for Food, Forestry and Rural Development/Agriculture Project Coordination unit of Republika Srpska now invite eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (CV, description of similar assignments, experience in similar conditions, etc.)



A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004, revised October 2006.
