SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION
II.1.1) Title attributed to the contract by the contracting authority:

II.1.4) Information on framework agreement: Framework agreement with a
single operator.

framework agreement:

II.1.5) Short description of the contract or purchase(s): The aim of the
contract is to cover the need for gloves which give protection against
cuts for the Police Department, the Probation Service, the Norwegian
Public Roads Administration and the Customs and Excise Department.
Gloves which give protection against cuts are meant to be used in all
situations where the police believe it is necessary and appropriate to use
such gloves. In principle this means all operative situations apart from
office work.
Separate tenders can be given for summer gloves which give protection
against cuts and for the equivalent winter gloves.
The framework agreement will be for a two -2 - year period, with an
automatic extension of one + one (1+1) year if the contract is not
terminated by the awarding authority. the contract will be valid from the
day it is signed.

Description of these options: Flame retardant summer gloves: The glove in
the option shall, in addition to the other requirements for summer gloves,
be flame retardant. A short description of the test method shall be given
in the tender.
Test documentation in accordance with the chosen test standard shall be
enclosed with the tender.
Flame retardant winter gloves: The glove in the option shall, in addition
to the other requirements for winter gloves, be flame retardant. A short
description of the test method shall be given in the tender.
Test documentation in accordance with the chosen test standard shall be
enclosed with the tender.

LOT NO 1
TITLE: Summer gloves which give protection against cuts
1) SHORT DESCRIPTION: Summer gloves which give protection against cuts.

3) QUANTITY OR SCOPE: An unbinding estimate, based on previous years
purchases, is approx. 2 500 pairs of gloves per annum, divided between
approx. 1 250 summer gloves and 1 250 winter gloves. The framework
agreement will be for two -2- years with an automatic extension of one +
one (1+1) yeaer if the contract is not terminated by the awarding
authority. The contract will be valid from the day it is signed.
Estimated cost excluding VAT:
Range: between 1 250 000 and 1 500 000 NOK.

III.2) CONDITIONS FOR PARTICIPATION
III.2.1) Personal situation of economic operators, including requirements

registration certificate.
Evidence of enrolment on the professional or trade register, as required
by national law, in the country where the company is established.

III.2.2) Economic and financial capacity: Information and formalities

A credit rating from a credit rating institution, not older than 6 months
shall be enclosed as documentation.
Minimum level(s) of standards possibly required: A credit rating which is
not lower than A (or equivalent values to rating A from Dun & Bradstreet
will be accepted) is required.
III.2.3) Technical capacity: Information and formalities necessary for
evaluating if requirements are met: Other documentation required (please
state below).
1. The tenderer shall document his ability to deliver in accordance with
the amount estimated in the tender documents as well as his experiences
with similar deliveries to other customers. The tenderer shall document
the principal relevant deliveries in the last year including their value,
date and recipient.
2. If the tenderer is certified in accordance with an internationally
recognised standard for quality assurance/control, it is sufficient to
enclose a copy of the issued certificate. The certificate shall include
all elements covered in the contract. Equivalent documentation shall be
enclosed for any sub suppliers.
If the tenderer is not certified, the quality assurance system must be
documented. The documentation shall, at a minimum, include:
— Contents of the quality assurance handbook,
— Documentation of specific routines and procedures which ensure the
products' quality and delivery quality,
— Documentation of routines for handling deviations and claims.
Equivalent documentation shall be enclosed for any sub suppliers.
Minimum level(s) of standards possibly required: 1. The tenderer must have
experience from equivalent assignments.
2. The tenderer is required to document and possibly demonstrate a good
and well functioning system for quality assurance/control.

Customs and Excise Department, enter into a framework agreement for gloves
which give protection against cuts.
