SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION
II.1.1) Title attributed to the contract by the contracting authority:
The Provision of a Home to School Transport Service 2009/10.

several operators.

Duration of the framework agreement: Duration in months: 11
Justification for a framework agreement, the duration of which exceeds
four years: Knowsley MBC on behalf of the Directorate of Children and
Families Services intends to establish a framework agreement for a number
of suppliers for one academic year (September 2009 to July 2010) to
provide Home to School Transport with a possible extension of 2 further
academic years (September 2010 to July 2012).
Estimated total value of purchases for the entire duration of the
framework agreement:
Estimated value excluding VAT: 1 800 000 GBP.
II.1.5) Short description of the contract or purchase(s): Knowsley
Council provide home to school transportation for both mainstream and
Special Needs children. Some of Knowsley’s most vulnerable pupils are
catered for via the Home to School transport service. Children attending
Knowsley Special Schools can possess a range of conditions ranging from
minor learning disabilities to complex emotional and medical requirements.
The Council is looking to establish a framework of suppliers to transport
such pupils to a range of schools both within the borough of Knowsley and
to surrounding areas.

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope: Knowsley Metropolitan Borough Council is
looking for contractors who will be pro-active in continually improving
the nature of the service to its clients, and who will work in partnership
with the Council to consider innovative ways of improving efficiency,
whilst at the same time, reducing costs.
Estimated value excluding VAT: 1 800 000 GBP.
II.2.2) Options: Yes.
Description of these options: An otion to extend the contract by 2 x 1
year periods.
Provisional timetable for recourse to these options: in months: 6 (from
the award of the contract)

III.1) CONDITIONS RELATING TO THE CONTRACT

III.2) CONDITIONS FOR PARTICIPATION
III.2.1) Personal situation of economic operators, including requirements
relating to enrolment on professional or trade registers: Information and
formalities necessary for evaluating if requirements are met: (1) Any
candidate found to be guilty of serious misrepresentation in providing any
information required, may be declared ineligible and not selected to
continue with this procurement process;
(2) All candidates will have to demonstrate that they are licensed, or a
member of the relevant organisation, in the State where they are
established, when the law of that State prohibits the provision of the
services, described in this notice, by a person who is not so licensed or
who is not a member of the relevant organisation.
III.2.2) Economic and financial capacity: Information and formalities
necessary for evaluating if requirements are met: (1) All candidates will
be required to provide evidence of relevant professional risk indemnity
insurance.
III.2.3) Technical capacity: Information and formalities necessary for
evaluating if requirements are met: (1) Details of the educational and
professional qualifications of their managerial staff; and those of the
person(s) who would be responsible for providing the services or carrying
out the work or works under the contract;
(2) A check may be carried out by the contracting authority or by a
competent official body of the State in which the candidate is
established, to verify the technical capacity of the candidate; and if
relevant, on the candidates study and research facilities and quality
control measures;
(3) An indication of the proportion of the contract which the services
provider intends possibly to subcontract;
(4) A statement of the tools, plant or technical equipment available to
the service provider or contractor for carrying out the contract.

SECTION VI: COMPLEMENTARY INFORMATION
VI.3) ADDITIONAL INFORMATION: The agreement will initially be for, but
not limited to, Knowsley. The authority letting the agreement requires the
establishment of a Framework Agreement for the Provision of a Home to
School Transport Service for a period of 1 year with the option to extend
for a further 2 years by or on behalf of UK Public Sector/Bodies. These
will include Central Government Departments and their Agencies, NHS
Bodies, Local Authorities, Police and Emergency Services.
