SaoLuis Enhancing Municipal Governance and Quality of LifeProject General water, sanitation and flood protection sector;government administration; solid waste management GENERAL PROCUREMENT NOTICE Loan Nº 7578-BR Project ID Nº P094315 The Municipality of Sao Luis has received financing in the amount of US$ 35,640,000(thirty five million six hundred and forty thousand Dollars) from the World Bank to support the development of a better Quality of LifeProject (Bacanga Project) and enhance the Sao Luis Municipal Governance. Part of the resources areintended to pay goods, works,related services and consulting services which will be procured under this project. The project will include the followingcomponents: Component 1: Local Economic Development andMunicipal Management Strengthening. This component will support the development of a Local Economic Development andCompetitiveness Strategy, capacity building for job and income generation, technical assistance for financial enhancement, andtechnical assistance for project implementation. Component 2: Sanitation and Water Improvements.This componentaims to improve the storm water drainage, sewerage and water supply systems as well as develop and pilot solid waste managementmeasures in the targeted areas of the Bacanga Basin. Component 3: Urban and Environmental Improvements.The componentwill support informal area upgrading and resettlement, rehabilitation of the Bacanga Dam, and municipalenvironmentalmanagement. Works procured under this project would include:construction of sewerage collection pipelines and pumping stations, execution and completion of the wastewater collection system,implementation of the sludge disposal system, construction of storm drain networks Goods procured under this project would include: damelectromechanical equipment dam electro-mechanic dam outlet equipment, IT equipment, and software. Consultant firms would be engaged for the followingservices: project management, impact evaluation, audit, preparation of solid waste management plan, implementation of the municipalenvironmental policy, setting up the environmental licensing system, formulation and implementation of an environmental educationplan for the Bacanga Basin, engineering designs, software design, and local development plans preparation. Procurement of contracts financed by the World Bank willbe conducted through the procedures as specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits(current edition), and is open to all eligible bidders as defined in theguidelines. Consulting services will be selected in accordance with the World Bank's Guidelines: Selection and Employment of Consultants by World BankBorrowers (current edition).
