SECONDARY EDUCATION DEVELOPMENT AND GIRLS ACCESS PROJECT (SEDGAP)

GENERAL PROCUREMENT NOTICE

IDA CREDIT NO: 4401 YEM.

The Republic of Yemen has received a credit from the International Development Association (IDA) in an amount of SDR 12,760,000 (US$20.0 million equivalent) and additional grant founds in an amount of US$ 71.4 million equivalent contributed by other Development Partners (United Kingdom, Germany and Nederland) toward the cost of the Secondary Education Development and Girls’ Access Project, and it intends to apply the proceeds of this credit to payments for goods, works, related services and consulting services to be procured under this project.

PROJECT DESCRIPTION:

The objective of the Project is to support the Recipient’s Program for improving gender equity, quality and efficiency of secondary education in selected districts with a particular focus on girls in rural areas within the Project area.

The project consists of the following parts:

Part A: Improving Equity and reducing gender gaps

1) Improvement of school facilities, including class rooms, science and computer laboratories, etc through:
(a) the carrying out works for the construction of new schools, extension, and rehabilitation and upgrading of existing schools facilities, provision of adequate furniture; and
(b) the provision of learning equipment and learning materials to upgrade such school facilities.
2) (a) Developing the Operations Manual and building capacity at the governorate, district and community levels to manage, supervise and monitor the use of the School Community Grants, through the provision of consultant’s services and training; and (b) Provision of School Community Grants to finance targeted incentives.

PART B: Enhancing the Quality of Service Delivery

1) Provision of consultants; services and training for developing capacity building to improve teaching and learning practices in the classroom through: (a) the Identification and development of upgraded teaching and learning materials; (b) the development and delivery of training to support teachers and school teams; and (c) strengthening of school principle’s and supervisor’s capacity to lead and monitor service delivery.
2) Strengthening the learning assessment system.
3) Developing capacity building at the central and governorate levels to improve planning, programming and data collection and analysis, through the provision of consultants’ services, training and goods.

PART C: Supporting Secondary Education Policy Development

Provision of goods, consultants' services and training for supporting the above program.

PART D: Project Management and Monitoring

Supporting and strengthening the capacity of Project Administration Unit (PAU) to carry out the fiduciary, monitoring and reporting duties required for the project management.

Procurement of contracts financed by the credit will be conducted through the procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, published by the Bank in May 2004, and revised in October 2006, and is open to all bidders from eligible source countries as defined in the guidelines.
Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank /IDA Borrowers, in May 2004, and revised in October 2006.
Specific procurement notices for contracts to be bid under the World Bank’s/IDA’s international competitive bidding (ICB) procedures and for large-value consultants’ contracts will be announced, as they become available, in Development Business/dG market and in local newspapers.
