GENERAL Location:
OT will be assembled in the compound of Keysaney Hospital, outskirts of
Mogadishu, Somalia. The site is about 100m. from the coastline (Google
map, can be obtained from Contact point, Annexe 2A and 2B). Coordinates:
02°03'12N; 45°23'85 E.
Climate:
Temperature variation: + 20 °C ~ 45 °C, moderate humidity (~ 55 %),
however as the site is close to the sea, it bears aggressive coastal air
effects (heightened humidity and salt content);
Building:
Operating Theater (OT) complex with all support services such as:
- 2 aseptic OT rooms, one operating table in each + shared scrub room;
- 1 septic OT room for 3 operating table + adjacent scrub room;
- sterilisation area with decontamination, dry pack, auto claves and store
room;
- two waiting area;
- separate change rooms for female and male medical staff with WC and
shower room/area;
- staff room;
- recovery room;
- pharmacy;
- medical store room.
Floor size: 16.8 m. x 37.5 m.
Height: ~ 3 m.
Surface: ~ 630 m2.
Shape: Rectangular (regular shape).
Type: pre-engineered modular of 'plug-and-play' type (for the connection
of water and electricity supply and sewage.
Roof: the structure (perimeter) should have an additional roof built on it
(light-weight structure).
Layout: it is important to maintain the location of the services and OT
rooms as indicated in the attached layout/floor plan in order to keep
patient flow (see annexe dwg #01).

Information about lots
Lot No: 1
Title: Supply of the entire infrastructure requested for tender
1) Short description: - Metallic and wooden structures are allowed for
this lot under the following conditions. For both types of construction a
warranty period should be specified against corrosion or fungs and insects
as well as the maintenance needed over time. For metallic structures full
details on the treatment against corrosion will be provided. For wooden
structures full details will be given on the fungicide and insecticide
treatment given, chemicals used should be stipulate as well as any
references of the chemical manufacturer.
- Provide adapted AutoCAD drawings corresponding to the bidder's own
engineering constraints. The drawings must be based on the original ones
supplied by the ICRC (the total surface should remain within a range of +
or – 5 %), Basic material description and references should be included
(panels, doors windows etc). Refer to the file functional aspect of the
premises for the specific constraints.
- Supply of all the engineered elements based on the adapted AutoCAD
drawings (structure, panels, roof, doors, windows, lights, sanitary
installations, internal drainage, internal plumbing, internal electrical
cabling and elements, etc.).
- Full BoQs with prices, including quantities of materials used.
- Detailed planner/schedule for the engineering.
- Supply of an itemised descriptive packing list and the stuffing of the
containers used for the shipment (number, size and item per container). It
should also be noted that due to handling and transport restrictions at
the receiving end only FCL 20' containers are allowed.
- Description and plan plus the BoQ of the preparatory work necessary on
the site to receive the infrastructure. Including foundations or any other
specific preparatory work require for the bidder's constructive
constraints. A planner of the preparatory work is requested if any part
has to be done in a specific time to fit with the erection of the
building.
- Descriptive of the warranties included in the offer.

well as from where to where), the number of containers, as well as the
number of staff following the transport if any. Custom taxes should be
detailed.
- Reference of the shipping, custom and clearance company.

secondment and overseas project management.
— It is requested to provide an estimated cost of such secondment. The
secondment is based on uninterrupted site supervision. The details of the
secondment (HR, administrative, logistical issues) however, will be
discussed and agreed at later stage, when the contract is awarded.
- The length of the secondment will be determined by the completion of the
construction/assembly of the structure on the site.
- A list and references of potential candidates as well as their CV might
be requested at later stage.

Title: Option B: Organising and conducting technical (assembly) training
in Kenya

- An estimated cost (trainer's fee and transport to/from Kenya) of the
straining should be provided. Costs such as lodging in Kenya, training
venue, organisation and etc. will covered by the ICRC.
- An estimated length of the training should be indicated.

VI.2) Additional information: Other documents mentioned below required to

to be adapted to bidder's design constraints.

General terms:
The ICRC may not be held responsible for any accidents or harm to second
or third parties ensuing from the implementation of the works concerned by
this tender. All works shall be executed in accordance with building codes
and the specifications included herein. The tendered work includes a full
warranty period of 120 months. All materials supplied by the contractor
must be in accordance with European standards.
Site visit:
Not possible the tender must be submitted in a sealed envelope not later
than Friday 24 April 2009 at 15:00 the tender should be valid if possible
for 6 month renewable. Any bid submitted after the mentioned date and time
shall not be considered and shall be destroyed without being opened.
Special conditions for the works:
Refer to annexed table: 'Functional aspects of the premises'.
The contractor must dedicate adequate site supervision in order to ensure
that all specific functional and general functional aspect and references
for the construction are respected:
- G0 temperature varies from 20 °C to 40 °C.
- G1 corridors: 2 stretchers opposite directions must fit (width ~ 2.40m).
— G2 levels: all facilities at same level to facilitate patient movement.
- G3 doors and windows are preferably in aluminium structures and with
single glass. Glasses fixation should be adapted to be able to change
locally if needed. Mosquito net compulsory.
— G4 electrical device as plugs should be as per UK standard (the one
apply in Somalia). Air conditioning on prefabricated unit is done through
split units to optimise insulation.
Supply of material.
- All construction materials supplied by the contractor must be new and in
line with specifications for such works.
- All materials are to be approved by the ICRC.
- The ICRC will inspect the material during the assembly (near plant).
Payments:
Down payment after agreement by the ICRC on the adapted plans and signing
of the contract. The amount of the down payment will not exceed 10% of the
total amount of the contract.
- Progressive payments will be made upon agreed schedule.
- Complete payment will be done on signature of an acceptance of the 10
years warranty.
- All requests for payments must be authorized by the ICRC Geneva.
- Payments will be made by the ICRC Geneva.
Subcontracting:
- The main contractor will be permitted to sign contracts for works with
the tradesmen, contractors and suppliers (hereinafter referred to as
'subcontractors'), as well as with any other agent taking part in the
construction.
- The main contractor will have to provide the business name of any
subcontractor or agent to whom it intends to award a job so as to enable
the ICRC, where applicable, to state its reservations. The ICRC will
object to them only on good grounds.
- The main contractor will make such contracts in its own name and for its
own account. Vis-à-vis the subcontractors and agents, the main contractor
shall have all the rights and prerogatives of a client.
- The main contractor will not have the right to hire any employee of a
relevant ministerial authority, ministerial sub-directorate, or of
relevant municipal agency, nor any member of any governmental agency or
institution.
- The fact that the main contractor awards a job to a subcontractor
proposed but not imposed by the client shall not relieve the main
contractor of any of its obligations, responsibilities or liabilities.
Warranty period:
The construction should be guaranteed for 10 years starting from
completion date.
- The warranty value will be 5 % of the completed works for 1 year
starting from completion date on signature of an acceptance of the 10
years warranty for the construction.
Terms and conditions for tender bidding:
Qualification: the bidder should supply the following documents in order
to qualify for tendering:
1. A clearance of all governmental fees (taxes, etc.), updated and valid.
2. A copy of the company's registration (updated and valid).
3. Bank credential and accounts for the company.
4. Curriculum Vitae of the company and the person in charge.
To qualify for being awarded the contract, bidders shall meet the
following minimum qualifying criteria:
- Experience as prime contractor in the construction of at least one
project of a nature and complexity equivalent to the tendered project over
the last 2 years (to comply with this requirement, works cited should be
at least 80% complete);
- A project engineer with 5 years' experience in works of an equivalent
nature and volume.
Tender Conditions:
All bids should be submitted in one sealed envelope, containing two inner
envelopes, clearly marked as one original and one copy. In the event of
discrepancy between the two, the original shall prevail. The inner and
outer envelopes shall:
(a) be addressed to the client at the address provided in the bidding
data;
(b) bear the name and address of the bidder, and the name of the project.
- Prices in CHF/EUR/USD/GBP for the original and all copies of the bid
shall be written in indelible ink and shall be signed by a person or
persons duly authorized to sign on behalf of the bidder. All pages of the
bid where entries or amendments have been made shall be initialled by the
person or persons signing the bid.
- Any alterations or corrections in the bidding documents that may occur
after submission shall be agreed upon by the client and initialled by the
person(s) signing the bid.
- Bidders may submit their bids earlier than the specified deadline, but
no bids will be opened before the specified opening date.
- Bids will be opened simultaneously in the presence of minimum 3 ICRC
representatives.
- Bidders may modify or withdraw their bids by giving notice in writing
before the deadline.
- No bids shall be considered after the deadline.
- The Client has the right to cancel, add, or modify any part of the
tendering documents.
- The Client reserves the right to cancel the bidding process and reject
all bids, at any time prior to the award of the contract, without thereby
incurring any liability to the affected bidders or any obligation to
inform the affected bidders of the grounds for the Clients action.
- The Client is not obliged to accept the cheapest offer or any other
offer.
- The client, with discretion, may reject any bid that is not
substantially responsive, or may ask the bidder for correction.
- The Bidder should specify a period during which his bid (prices) will be
valid, six months preferable by ICRC.
- The Bidder should specify the number of calendar days, after the
signature of the contract, within which he will be ready to start the
works.
- The Bidder should specify a period of time in which he will complete the
works (Duration of Works), and explain it in a Time Planner (provided by
ICRC with the bid documents) the contractor will be responsible to
complete his work within the time frame he specified and a Penalty clause
will be indicated in the contract, for 0.1% of the amount of the contract
for each day of Delay.
- The Bidder should specify how he will transport the pre-engineered
building to either Mogadishu (Somalia) or Mombassa (Kenya).
- All Bidders shall provide a preliminary description of the proposed work
method and schedule, including drawings and charts, as necessary.
- The Bidder shall bear all costs associated with the preparation and
submission of his Bid, and the Client will in no case be responsible or
liable for those costs.
- Prior to the submission of the deadline, the Client may modify the
bidding documents by issuing addenda, which will be sent to all qualified
bidders.
All documents relating to the Bid and contract shall be in English.
Prices shall be quoted either Swiss currency (CHF), in Euro (EUR), in US
Dollars (USD) or Great Britain Pound (GBP).
Content of Bidding Documents:
The set of bidding documents that the Bidder is expected to submit
comprises of the documents listed below and any addenda issued.
(a) The Bid.
(b) Qualification Documents.
(c) Priced Bill of Quantities with unit prices and all details asked for
any relevant lot as described above.
(d) Time Planner: a description of the stages in which the works will be
carried out, specifying the time frame of each stage (provided by ICRC to
be filled by contractor).
(e) An electronic AutoCad version of the adapted plan and any necessary
drawings explaining the way the contractor intends to execute the works,
and other special details that the Bidder finds necessary.
(f) Identification of materials needed which are not available on the
local market.
(g) References of similar works carried out by the bidder.
