II.3) SHORT DESCRIPTION OF NATURE AND QUANTITY OR VALUE OF SUPPLIES OR SERVICES: This Prior Information Notice (PIN) is intended to alert the market to the LSC’s potential procurement of services relating to the delivery of the Qualifications and Credit Framework (QCF). This year, over 16 000 000 adults in the UK are receiving education and/or training. In ENGLAND alone, the taxpayer, through the LSC, funds the training of over 3 000 000 adults, with employers investing a further GBP 36bn in employee training. Vocational qualifications are a cornerstone of the UK’s training system. They are an important way of developing the knowledge and skills that people need to gain employment, to be successful in their jobs and to progress to higher education. Vocational Qualifications help employers increase skills levels in their workforce, increasing productivity. The Qualifications and Credit Framework (QCF) is a key component of the government’s vocational qualifications reform programme (VQRP). Regulatory Requirements for the QCF were published by Ofqual in August 2008. In October 2008, ministers signed off the final business case for the QCF and DIUS subsequently issued remit letters to the key partners, including LSC, to commence implementation. It is anticipated that implementing the QCF may involve the procurement of Transformation, Systems Integration, Solution and Infrastructure capabilities. LSC anticipates that the procurement will follow an EU Competitive Dialogue procedure. The procurement is expected to commence in May 2009. Additional information: The purpose of this Prior Indicative Notice (PIN) is to forewarn interested suppliers. This notice is placed for information purposes only and should not be considered as part of the procurement process. The procurement process will commence once the official notice has been placed.
