SERVICES: This notice refers to a proposed contract to supply, implement,
maintain, and support a software system that will deliver Lincolnshire
County Council's (LCC) vision to replace the numerous disparate systems
within Children's Services, ideally, with a single integrated system.

II.7) ADDITIONAL INFORMATION: This notice refers to a proposed contract
to supply, implement, maintain, and support a software system that will
deliver Lincolnshire County Council's (LCC) vision to replace the numerous
disparate systems within Children's Services, ideally, with a single
integrated system. This project is LCC led and will include LCC
requirements which include central government specific requirements. With
a budget of between GBP 1M and GBP 3M; it is planned that the procurement
exercise (anticipated to be a Competitive Dialogue process will be
appropriate) will take place during 2009/10 with implementation starting
in 2010.
Children's services are those services that either work with all children
or are those that support others working with all children. Within
Lincolnshire there are about circa 150 000 children who are aged 0-18: the
majority of which will have contact with us when they enter the education
system. In addition the solution will be required to support Young People
with Learning difficulty / disability up to the age of 25. There will be
an estimated 500-1 000 system user's county wide within the Children's
Services and organisations involved with providing services to children -
from hospitals and schools, to police and voluntary groups. All services
working with children are in scope, together with school's Management
Information Systems (MIS) and including charities/trusts that work with
children. There are at least 377 schools within the County.
The ultimate goal is to procure a single integrated solution delivering
all the functional and non functional requirements required; however, at
the time of this notice LCC are unaware if this vision is realisable. If
the supply market is unable to offer the preferred single solution, and
then LCC may have to consider purchasing more than one IT system providing
that additional systems can seamlessly communicate with each other. The
desire is that any solution will provide "Thin Client" web based
capability in which the application software, data, and CPU power resides
on a network server rather than on the client computer. The solution will
reside within the LCC corporate IT network and meet all data security and
ownership requirements.
The solution must enable Children's Services to have a single child's
record with all services using the solution to support integrated
practitioner working that enable all users to see a complete child's
record (subject to usual safeguards), enabling information to be
available: 'The Right Information used by the Right People at the Right
Time to make the Best Possible Decisions'.
Every Child Matters: Change for Children is a new approach to the
well-being of children and young people from birth to age 19.
The Government's aim is for every child, whatever their background or
their circumstances, to have the support they need to:
Be healthy.
Stay safe.
Enjoy and achieve.
Make a positive contribution.
Achieve economic well-being.
This means that the organisations involved with providing services to
children - from hospitals and schools, to police and voluntary groups -
will be teaming up in new ways, sharing information and working together,
to protect children and young people from harm and help them achieve what
they want in life. Children and young people will have far more say about
issues that affect them as individuals and collectively.
The target date for the new system(s) to be operational is 1.7.2011.
