CAUTION: This sources sought shall not be construed as a formal solicitation or an obligation on the part of the Government to acquire any products or services. At this time there are no funds allocated or set aside for the future of this requirement. Any information provided to the Government is strictly voluntary and at no cost to the Government.

The Air Force District of Washington (AFDW) Contracting is seeking information concerning the availability of capable contractors to provide non-personal services for the re-compete of the Aircraft Maintenance Support, Fuels, Supply, Munitions, and Transient Alert Services at Andrews AFB with a mobilization start period anticipated of 1 Oct 2010 through 31 Mar 2011. This sources sought is only an attempt to locate experienced businesses and collect pertinent information on those businesses that are experienced in aircraft maintenance, fuels, supply, munitions, and transient alert services. Any formal solicitation that may result from this synopsis will be announced separately. The Air Force is only interested at this point in identifying interested and capable contractors for these services, as such, parties interested in this synopsis should read all attached documents and follow the below instruction to potential offerors.

Overview of Requirements: This is a world-class aircraft maintenance, transient alert, fuels, supply and munitions service requirement supported by the contractor, who shall provide all personnel, equipment, tools, vehicles and materials (not included in Government Furnished Equipment) to support the missions of the 89th Airlift Wing (AW), 316th Wing (WG) and their customers. The scope of maintenance includes support of 2 VC-25A, 8 C-20, 4 C-32A, 4 C-37A, 1 C-37B, 2 C-40B aircraft, 19 UH-1N helicopters, 4 Silver Bullets, 2 Senior Leader In-transit Pallets (SLIP), associated seat pallets, support equipment, as well as limited on-equipment (specialist) and limited off-equipment (back shop) aircraft maintenance support for the Presidential Airlift Group (PAG). Included in this scope is aircraft maintenance, servicing and fueling for all US and foreign aircraft that are transient on Andrews Air Force Base (AAFB), MD. Additionally, we require supply chain management to include Report of Survey Administration services and fuels support for 89 AW, 316 WG, all transient aircraft, 459th Air Refueling Wing (ARW) aircraft (eight KC-135R) and various Naval Air Facility Washington aircraft. Lastly, we require fuel support to other federal agencies and base tenant units outlined in the Memorandums of Agreement (MOA), Memorandums of Understanding (MOU) or support agreements.

The objective of this requirements is to provide the 89 AW and 316 WG, located at AAFB and their customers with fixed wing and rotary aircraft maintenance, fuel, munitions, supply and transient alert services in support of the safe and timely transportation of their customers which include the President of the United States, the Vice President, Cabinet officials, members of congress, and senior civilian, military and foreign leaders. This is a 24-hour a day, 7-day a week (24/7), no fail, high expectation mission. The 89 AW and 316 WG, as well as their customers, count on these services to provide world-class airlift services.

C-20 Requirements: At present, the future Air Force C-20 line maintenance work at Andrews AFB is part of the Tinker AFB C-20 CLS requirement/contract. However, the AF long term goal is to have one contractor perform all Air Force line maintenance at Andrews. Therefore, we have included Air Force C-20 line maintenance as a requirement in this draft PWS. This will provide the Air Force with maximum flexibility to ensure support for the AF C-20's at Andrews should it decide to change the point of control for this work.

Current Contract Information/FOIA Information: These requirements are currently under contract and were awarded to one contractor, the Government intends to again award to one contractor. A potential contract term or type has yet to be determined; however, the current contract term is 10 years and the current contract type is Firm-Fixed Price with Award Terms and cost-reimbursable FFP CLINs. The current contract is expected to expire on 31 March 2011. Attachment 1 contains all the releasable FOIA information for the current contract for your convenience.

The current and planned North American Industry Classification System (NAICS) code is 488190 (Other Support Activities for Air Transportation), with the applicable small business size standard of $6.5 million in annual gross receipts

Instructions for Potential Offerors:

1. Please review this entire sources sought synopsis and all attached documents. If you are an interested party, please respond by completing the Sources Sought Questionnaire and Capabilities Package form (Attachment 2) and submit a Capabilities Package as outlined in part III of this form no later than 29 April 2009 to the Points of Contact in paragraph 5 of this instructions to offerors. The responses received from the questionnaire and the capabilities package are necessary to refine the future acquisition of these requirements.

Both large and small businesses are encouraged to participate in this market research. Joint ventures or teaming arrangements are encouraged and are up to each industry partner. Multiple teaming arrangements are acceptable. Please express your intentions in the questionnaire and capabilities package.

Failure to provide documentation may result in the Government being unable to adequately assess your capabilities. The Government is under no obligation to consider information received after the due date as part of the formal market research for this sources sought synopsis.

2. Review the draft Performance Work Statement (PWS) and Technical Exhibits (Attachment 3), and the Andrews AFB-VIPSAM draft PWS Questionnaire (Attachment 4). Responses to the questionnaire and all comments, suggestions, concerns, and questions in regards to the draft PWS or Questionnaire are due, to the POCs in paragraph 5, no later than 19 May 09.

3. If you have questions after reviewing this synopsis and all associated documents, please use the attached excel spreadsheet titled, VIPSAM Contractor Questionnaire, to submit questions (Attachment 5). It is our intention to respond to all questions received as soon as possible. The consistent use of this form will allow us to track your questions and ensure that they are answered in a timely manner.

4. The government intends to have an Industry Day in early to mid May to cover in detail the draft PWS and address questions and concerns. An official agenda and further details are forthcoming and will be posted separately to minimize confusion from this initial posting. The government is not responsible/liable for any costs that contractors incur in attending Industry Day.

For Industry Day, it is our intention to provide responses to any questions that we receive in advance and that are submitted using the VIPSAM Contractor Questionnaire. Questions raised the day of the event will receive a "non-official" answer and may not receive an answer at all if further research is needed; therefore contractors are highly encouraged to submit questions in advance.

All briefing materials, to include questions raised by attendees and any official government answers, will be posted on the FedBizOpps website following the event. It should be noted that a physical tour of facilities will not be given due to mission impact at this time.

6. Please review all FOIA releasable data on the current VIPSAM Contract. It should be noted that this document is vastly different in format from the current Performance Work Statement. This is due to both changes in Performance Based Acquisition requirements and the fact that Andrews AFB has undergone a significant reorganization since the award of the current contract which has redefined roles, responsibilities, and needs.

Sources Sought for Small Business Capabilities

The Air Force is assessing the availability and capability of potential small business sources for Very Important Person Special Airlift Mission (VIPSAM) aircraft maintenance at Andrews AFB. The contracting officer has determined that the NAICS code for this procurement is 488190 (2007 NAICS Manual) with a small business size standard of $7 million. The title of NAICS 488190 is "Other Support Activities for Air Transportation." This industry comprises establishments primarily engaged in providing aircraft maintenance services. The contract will provide world-class aircraft maintenance, transient alert, fuels, supply and munitions service requirement to support the missions of the 89th Airlift Wing (AW), 316th Wing (WG) and their customers. This requirement will require security clearances. Based on initial responses from business firms to the Government's sources sought announcement published 1 April 2009 on FedBizOpps and consultation with the Air Force's Program Executive Officer's office, the contracting officer is considering setting aggressive small business sub-contracting goals or providing a small business set-aside for specific areas of work that small business has the capability to manage. This decision may change after receipt and analysis of further responses to this sources sought. Small businesses that wish to influence the contracting officer's decision are urged to respond to this announcement. The contracting officer asks that responses address several "risk areas": 1) The contractor's ability to manage a sufficient number of employees/subcontractors in an efficient and cost effective manner while the requirements; 2) The contractor's ability to provide qualified and experienced personnel at the appropriate security and capability levels; and 3) A company/team composition that can support all areas of the entire scope of the requirement as stated in the PWS with sufficient depth and breadth. Responses shall be very specific as to the kind of work the company/team has the ability to support. The response shall also include CAGE code, a brief description of business size (in terms of annual receipts and number of employees), business status (i.e., disadvantaged, HUB zone, woman-owned), and an itemized list of relevant past performance, to include commercial customers. Additional guidelines for the written responses are to include contract magnitude, program management, technical complexity, workforce management and longevity, and name of the point of contact (POC), address, e-mail, telephone number, fax number, and the company's web page, if applicable. Any information provided by industry to the Government as a result of this sources sought synopsis is voluntary. The Government will not pay for any information submitted in response to this sources sought synopsis. Please limit your response to not more than 10 single-sided 8.5X11 pages. Each submission should be submitted electronically. Small businesses should submit written responses to the Contracting Office by no later than 17 November 2009. Written responses from large business firms are not required at this time.

The purpose of this notice is to announce that due to bad Weather the VIPSAM Industry Week has been rescheduled for 1-4 March 2010.   The registration period is hereby reopened and extended to 22 Feb 10.   For those companies already registered please provide e-mail confirmation of attendance to the below points of contact or send new forms for any new attendees. 

Attachments to this message that will be posted are: a revised registration form for new attendees, the current Industry Week agenda, and a revised VIPSAM question form to be used to address ALL questions regarding documents or events posted on the FBO website (Draft RFP, Draft PWS, Industry Week, Draft Technical Exhibits, etc.).  We would appreciate submissions of questions as soon as possible, but they can be submitted no later than 12 March 2010.
