DA NANG – QUANG NGAI EXPRESSWAY CONSTRUCTION PROJECT
Project ID No. P106235

The Government of the Socialist Republic of Vietnam represented by the Ministry of Transport (MOT), through its executing agency, the Project Management Unit No. 85 (PMU85) intends to apply for a loan from the International Bank for Reconstruction and Development (IBRD – The World Bank) in the amount of about US$ 580 million equivalent toward the cost of the Da Nang – Quang Ngai Expressway Construction Project, and it intends to apply part of the proceeds this loan to payments for goods, works, related services and consulting services to be procured under this project. This project may be jointly financed by the Japan International Cooperation Agency (JICA). Bidding for contracts financed by the World Bank will be governed by its eligibility rules and procedures.

The project will include the following components:
(1) Civil Works
Construction of a four-lane divided toll highway with a total length of about 131km.
(2) Electrical and Mechanical Facilities Works
Provision of electrical and mechanical facilities for tolling, monitoring and lighting.
(3) Strengthening of Operation and Maintenance (O&M) System
Provision of operation and maintenance equipment including vehicles and materials needed for the Project; Institutional development and capacity enhancement of O&M unit, and
4) Consulting services
Provision of consulting services for preparing and updating the Feasibility Study (F/S) Report, Detailed Designs (D.D), Procurement Assistance (PA) and Construction Supervision (CS).

Procurement of contracts financed by the loan will be conducted through the procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits dated May 2004 - revised October 2006, and is open to all bidders from eligible sources countries as defined in the guidelines. Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers dated May 2004 – revised October 2006.

Specific procurement notices for contracts to be bid under the World Bank’s international competitive bidding (ICB) procedures and for large-value consultancy services will be announced, as they become available, in UN Development Business , dgMarket,and the local newspaper such as the Viet Nam News and the Vietnam Public Procurement Review.

Prequalification of suppliers and contractors will be required for all the major contracts under the project.
