USAID/Peru seeks to communicate its intent to sole source a $5,000,000 procurement to support the Alternative Development program which is being implemented by Chemonics International. The goals of this program are: 1) assist significant numbers of new communities and families to transition to a licit lifestyle after programmed eradication and 2) ensure the sustainability of the licit development gains made to date and commitment to licit lifestyles in the 800 communities of the 2002-2007 voluntary eradication program. This program was designed to consolidate voluntary eradication areas and post-programmed eradication alternative development areas. Through an increased investment of $5,000,000 the current work under this contract will be expanded to respond to the changing security environment in order to programmatically reinforce several geographic zones that have become more vulnerable to terrorism and narco-traffickers since the contract was awarded. No new activities will be added to the scope of work of the contract. This investment will support productive activities, social capital building and governability to consolidate USAID�s investment in areas that have become more vulnerable to illicit activities. More specifically, this investment would include more supplies and materials for more hectares of licit crops and the related technical assistance for farmers, along with technical assistance and grants to governments and communities to strengthen social capital and governability. The nature of the services required do not include standardized commodities. Rather, they involve technical assistance and advice linked to politically and socially sensitive issues, such as coca eradication and integrated development in areas that were once dominated by an illicit economy and continue to present complex operational challenges in areas that have limited installed management capability.
