SERVICES: The Council is considering ways in which it may help stimulate
the local owner-occupier housing market utilising its powers of
'Well-being'.

II.7) ADDITIONAL INFORMATION: The Council wishes to enter into dialogue
with Banks, Building Societies, Financial Institutions or other similar
organisations, which have a successful track record and existing market
portfolio for providing domestic property mortgages. The purpose of this
notice is to invite interested parties to e-mail or write to the Authority
to express an interest to participate in dialogue which will help the
Council understand the market for mortgage provision, identify the
opportunities to provide support which will encourage mortgage provision
for new, first-time buyers and, help scope how the Council might work in
partnership with an organisation to this effect. Applications to
participate should be received no later than Monday 6.4.2009 by e-mailing
procurement@blackpool.gov.uk. The Council will select a small number of
organisations to participate in dialogue. Participation (or
non-participation) in dialogue will confer no advantage or disadvantage
should the Authority decide to commence a formal procurement process at
some future date.
