The following notice updates the General Procurement Notice (GPN)
published on 9 August 2007 on EBRD Website under ref: 5595-GPN-33896.
State enterprise National Power Company ("Ukrenergo" or "NPC Ukrenergo
Kiev") applied for the loan from the European Bank for Reconstruction and
Development (EBRD) toward financing part of the cost of the Odessa High
Voltage Grid Upgrade - Construction of 330 kV Line from Adjalyk to Usatove
(the "Project").
The Project includes: (i) the construction of a new 123.7km 330 kV
overhead high voltage line from Adjalyk substation to Usatove substation,
(ii) the supply and installation of all necessary equipment for
modernisation of Adjalyk and Usatove substations, and (iii) the
installation, testing and commissioning of a relay protection and
emergency automatic system for the line and substations.
NPC «Ukrenergo» intends to apply the proceeds of the EBRD loan to payments
for the appropriate works, goods and related services to be procured under
single point of responsibility construction contract as well as following
consulting services:
- Project Management Consultant to assist NPC "Ukrenergo" in the
implementation of the Project, and
- Lender's Consultant to monitor the implementation of the Project.
The project will be coordinated by NPC «Ukrenergo» and its structural
subdivision – Southern Power System (Odessa).
Tendering for the above contracts is expected to begin in the first
quarter 2006 with pre-qualification of applicants for the construction
contract.
Contracts to be financed with the proceeds of a loan from the EBRD will be
subject to its Procurement Policies and Rules and will be open to firms
from any country. The proceeds of the EBRD's loan will not be used for the
purpose of any payment to persons or entities, or for any import of goods,
if such payment or import is prohibited by a decision of the United
Nations Security Council taken under Chapter VII of the Charter of the
United Nations or under a law or official regulation of the purchaser's
country.
