Architect/Engineer Services, Indefinite Delivery Contract for the North Dakota Air National Guard (NDANG), Hector IAP, Fargo, North Dakota. This is an open-end A/E contract in which specific delivery orders will be negotiated and issued as project requirements are identified. In addition to the NDANG, projects may include work for the North Dakota Army National Guard (NDARNG) as required. The North American Industry Classification System (NAICS) code for this action is 541330. The Small Business size standard is $4,500,000. This requirement is for an undetermined number of projects of varying size and complexity. The contract period of performance will be one (1) base year with a government option for four (4) additional one (1) year periods, the contract with the base and four option years will not exceed $10,000,000. Individual task orders for any one project will generally not exceed $550,000 but may be of any value within the contract maximum ceiling value (base year and up to 4 option years) of $10M. The contract will have a minimum guarantee of $5,000.00, guaranteed during the life of the contract to include any or all option years. The A/E firm may be required to perform structural, mechanical, electrical, civil, and environmental design for construction and alteration of multi-use facilities, base utilities/pavements, and other facilities. The required A/E services may include investigative and conceptual design (Type A) services; design (Type B) services; and construction inspection (Type C) services to include construction materials testing services. The types of projects include but are not limited to, new facility construction, facility additions, HVAC retrofits, various types of facility rehabilitation, electrical distribution system repairs and modifications, fire detection, engineering and environmental studies, investigations and surveys, master planning, development of construction documents, review of construction submittals, suppression systems, paving, and program management in support of the Air National Guard Programs. It may also be the governments intent under this contract to place orders for the preparation of project books/statements of work for separate projects.
Firms will be evaluated based on the following A/E selection criteria in order of importance: (1) Professional qualifications necessary for satisfactory performance of required services; (2) Specialized experience and technical competence in the type of work required, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction and the use of recovered materials; (3) Capacity to accomplish the work in the required time; (4) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; (5) Location in the general geographical area of the project and knowledge of the locality of the project; and (6) Volume of work recently awarded by Department of Defense (DOD) in the past 12 months. Negotiations will be conducted for hourly rates for each discipline required, overhead, profit and other cost elements which are particular to the contract. Upon award, negotiations for each specific delivery order shall be conducted on the A/E effort involved. A/E firms which meet the requirements described in the announcement are invited to submit the Standard Form SF 330, Architect-Engineer Qualifications, Parts I and II. Cover letters and extraneous materials ARE NOT desired and WILL NOT be considered by the selection boards. In order to be considered for selection by this office the submittal must be received in this office not later than 4:00 PM on Friday, May 1, 2009.
