Vietnam Road Safety Project (VRSP)

Package B4.1: Computers and Communication Equipment

1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, issue no.656 of June 16, 2005.
2. The Socialist Republic of Vietnam has received a credit from the International Development Association toward the cost of Vietnam Road Safety Project, and it intends to apply part of the proceeds of this credit to payments under the Contract for the supply of Computers and Communication Equipment. The delivery period is from 01 to 6 months from Contract signature.
3. The Traffic Safety Projects Management Unit now invites sealed bids from eligible and qualified bidders for the supply of Computers and Communication Equipment.
4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, May 2004 and is open to all bidders from Eligible Source Countries as defined in the Guidelines.

6. Qualifications requirements are:
- The bidders must have positive net profit over last 3 years and the audited average annual turnover for last 3 years (2006-2008) is not less than US$500.000.
- The bidder have at least 3 years experienced in supplying similar products and have implemented at least 3 contracts during last 3 years.
The more detail requirements are provided in Bidding Documents.
7. A complete set of Bidding Documents in Vietnamese and English may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non-refundable fee of 1,500,000 VND for local delivery and 100 U$ Dollar for oversea delivery. The method of payment will be in cash, certified check or direct deposit to TSPMU at Bank for Investment and Development of Vietnam, Quang Trung Branch (Address: Building Chingfong, 53 Quang Trung St, Hai Ba Trung Dist, Ha Noi, Vietnam); Account No. 123.10.37.0034035 for USD and Account No 123.10.00002213.3 for VND. The Bidding Documents will be sent via airmail courier for overseas delivery and regular mail for local delivery.
8. Bids must be delivered to the address below at or before 9:00 a.m. May 21, 2009. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person or on-line at the address below at 9:15 a.m. May 21, 2009. All bids must be accompanied by a Bid Security of US$ 10,000 or an equivalent amount in a freely convertible currency.
