II.1.5) Short description of the contract or purchase(s): The contracting
authority wishes to establish an agreement for its use and wishes to
tender for the provision of building surveying and other services to the
Metropolitan Police Computer Aided Modelling Bureau. This will
predominantly entail surveying scenes of crime but may occasionally
include surveys of other locations.

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope: Scene of crime surveys provide the
measured framework upon which a crime scene can be accurately
reconstructed in either two or three dimensions as appropriate. The scene
survey provides a foundation for subsequent modelling and analysis to be
carried out by thye Computor Aided Modelling Bureau (CAMB) during the
investigation. A high level of accuracy is required from on-site data
capture through to the final product, which is exhibited in court to
illustrate the key points and case for the prosecution.CAMB’s expertise
includes:On-site / scene surveying and data capture /Reconstructing crime
scenes as 2D plan drawings or 3D computer models /Analytical interrogation
of spatial data (e.g. exhibit locations, lines of sight, witness accounts,
forensic evidence, exploring scenarios, etc.)/ Presentation of 2D and 3D
data in courtProperty Services are seeking a suitably qualified and
experienced consultant to supplement CAMB’s own in-house surveying
capability and work to their specification. The services required fall
into two categories:'Core’ and ‘Ancillary’ Services.'Core’
Services:Topographic Surveys /Measured Building Surveys / 3D Laser Scan
Surveys / Written Witness Statements (Including Court
Attendance)/Consultancy and Advice'Ancillary’ Services (for example):3D
Computer Modelling / Photogrammetry / Mobile LiDAR /CAD / GIS Services &
Consultancy / Rapid Prototyping.More detailed scope of services
information is available within the Pre-Qualification Questionnaire.
Estimated value excluding VAT:
Range: between 100 000,00 and 400 000,00 GBP.

requirements of the Metropolitan Poloice Authority will be set out in the

III.2.1) Personal situation of economic operators, including requirements
relating to enrolment on professional or trade registers: Information and
formalities necessary for evaluating if requirements are met: Service
providers who express an interest in the agreement are required to
complete a Pre-Qualification Questionnaire (PQQ)to provide the authority
with the information necessary to undertake an objective evaluation of
their financial and technical capacity and capabilities.Information sought
will be in accordance with Section 23-24 of the Public Contracts
Regulation 2006 and Articles 45-51 of the Public Sector Directive
2004/18/EC.Participants must express interest and submit a completed
pre-qualification questionnaire using the BlueLight e-tendering portal
that can be accessed at http://www.bluelight.gov.uk Responses must be
published through BlueLight by the date specified in Section III.3.4.
