The Government of Croatia has received a loan from the International
Bank for Reconstruction and Development in the amount of USD 7,300,000
equivalent toward the cost of the Technical Assistance for
Institutional Regulatory Reform for Private Sector Development
Project, and it intends to apply the proceeds of this loan to payments
under the contract for Technical Assistance and Consultancy for
Marketing Research and Training.

The Technical Assistance Project for Institutional and Regulatory
Reform for Private Sector Development supports the encouragement for
private sector development, as specified by the Country Assistance
Strategy (CAS), through business improvement, conducive to private
sector growth. The main components of the project include: 1) The
creation of regulatory and institutional frameworks for public
utilities, to include advisory services for the design of a new
organizational structure, and development of detailed regulations, to
assist the Office for the Restructuring and Economics of State-owned
Enterprises (ORESE). Advisory services to the Ministry of Economy will
be available to draft new energy laws, covering power, gas, and
petroleum products. 2) The strengthening of the Agency for the
Protection of Market Competition (APMC), will be accomplished through
the provision of advisory services, for the development of secondary
legislation for the 1995 Competition Law. Assistance will support the
development plan for the APMC, in compliance with the Competition Law.
3) Institutional strengthening assistance will be provided to
financial and statistical agencies, as well as for bank privatization
activities.

Ministry of science and technology now invites eligible consultants to
indicate their interest in providing the following services:

- Market research services
- Training services

Brodarski Institute (BI) is in the process of strategic restructuring
with the prime purpose of improving its ability to support Croatian
Industry in its quest to grow and improve its international
competitive position. As part of this process of restructuring the
Institute must develop a professional capability in marketing and
market research in order to have a better knowledge and understanding
of its potential customers, their needs and requirements. Please note
that areas of activities of Brodarski Institute are: marine
applications; industrial applications and control engineering;
environmental applications and testing and measurements. The services
include organization of training for a group of BI staff in the
techniques of market research and to assist them in defining the
objectives of the market research, preparation together with the group
a project plan to carry out market research for BI, to assist the
group during the conduct of the market research, to assist the group
with the analysis of the data collected, to assist the group with the
production of the market research report including the implications
for BI, to recommend the optimal structure of a marketing/sales and
commercial function for BI, including staffing levels, job
descriptions, budget and initial (one year) outline operating plan and
to recommend further training requirements.

The minimum requirement for short list selection will be the
following: (i) the professional has to have at least 5 year of
experience in the field (ii) the professional has carried out similar
services in projects of similar nature in the last five years.

Interested consultants must provide information indicating that they
are qualified to perform the services (brochures, description of
similar assignments, experience in similar conditions, availability of
appropriate skills among staff, etc.). Consultants may associate to
enhance their qualifications. Consultants will be selected in
accordance with the procedures set out in the |World Bank| Selection
and Employment of Consultants by World Bank Borrowers[1].
