NASA/GSFC plans to issue a Request for Proposal (RFP)for TWO (2) CRYOCOOLER TESTDEWARS to provide a stable environment for testing of the Thermal Infrared Sensor FocalPlane Assembly (FPA) Infrared (IR) Detector Arrays. The detailed objectives inaccordance with the Statement of Work (SOW), the Technical Specifications, and Schedulewill be provided with the issuance of the RFP.The Government does not intend to acquire a commercial item using FAR Part 12. This procurement is a total small business set-aside. See Note 1.NASA/GSFC anticipates awarding a Firm Fixed-Price type contract for this effort with ananticipated award date of May 2009.The NAICS Code and Size Standard are 332420 and 500, respectively. The anticipated release date of the RFP is on or about April 3, 2009 with an anticipatedoffer due date on or about April 30, 2009. The actual due date for receipt of offerswill be stated in the prospective RFP. Upon issuance of the RFP, all qualifiedresponsible sources may submit offers which shall be considered by this agencyAn ombudsman has been appointed -- See NASA Specific Note "B".The prospective RFP and all related documents (i.e., SOW and Specifications) for thisprocurement will be available via the Internet. These documents will be provided in aMicrosoft Word 2003 format and retrievable by accessing the Internet site for theNASA/GSFC Business Opportunities home page at the URL: http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=D&pin=51 Prospective offerors shall notify this office of their intent to submit an offer, viaemail to Yolanda.A.Williams@nasa.gov. It is the offeror's responsibility to monitor theInternet site above for the release of the prospective RFP, related documents andamendments (if any).
