GENERAL PROCUREMENT NOTICE


SOUTHERN SUDAN
RAPID IMPACT PUBLIC FINANCIAL MANAGEMENT (PFM) PROJECT
MINISTRY OF FINANCE AND ECONOMIC PLANNING (MOFEP)
Government of Southern Sudan (GOSS)

The Government of Southern Sudan through the Government of National Unity of the Republic of Sudan has requested financing in the amount of US$ 3,500,000.00 equivalent from the World Bank toward the cost of the Rapid Impact Public Finance Management Project, and it intends to apply part of the proceeds to payments for goods, related services and consulting services to be procured under this project.

The project will include the following components:

1. Technical Advisors. This component will comprise senior level and middle level advisors who will provide technical advisory services on public procurement, public finance and internal audit to central and state level governments in Southern Sudan;

2. Training Delivery. This component will involve a training provider linking up with Government Accountancy Training Centre, Juba and the Management Faculty of the University of Juba to provide long-term sustainable training to accountancy and public finance personnel; and

3. Support to the Ministry of Finance and Economic Planning Directorate of Taxation and the Revenue Authority of Central Equatoria State. This component will essentially be a twining arrangement with a leading Revenue Authority in the East African sub region that will provide support and in-house training for MoFEP and State officials.

Procurement of Consultant Services shall include technical advisory services in Public Procurement, Public Finance Management and Internal Audit and also the provision of training/transfer of skills and knowledge in public finance.

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits (May 2004; Revised October 2006), and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004; Revised October 2006).

Specific procurement notices for contracts for consultancy services will be announced, as they become available, in UN Development Business and dgMarket and also in regional and local newspapers.
