SECTION II.A: OBJECT OF THE CONTRACT (WORKS) II.1) TITLE ATTRIBUTED TO THE CONTRACT BY THE CONTRACTING AUTHORITY: External Property Repairs to Residential Properties. II.2) TYPE OF CONTRACT AND LOCATION OF WORKS: Main site or location of works: Northern England. Primary focus will be social housing properties located in the North of England. NUTS code: UKC. II.3) THIS NOTICE INVOLVES A FRAMEWORK AGREEMENT: yes. II.4) SHORT DESCRIPTION OF NATURE AND SCOPE OF WORKS: Neprocurement, is a recently formed consortium of social housing providers with interests in the North East of England. The members of neprocurement wish to establish four year non-binding framework agreements for the provision of external property repairs at the locations described at section II.2 above. Works are primarily required for planned maintenance and investment programmes. However, it is envisaged that works may be required for other activities such as voids, as well as responsive and one-off repairs and maintenance. The purpose of this procurement process is to establish a framework of contractors who will work on an “design and install only basis”, in respect of roofing and ancillary works (which will include but may not be limited to - pitch roofing, flat roofing, chimney pointing, porches and canopies, rainwater goods, fascias, soffits, and bargeboards). neprocurement also intend through this procurement process to establish a separate framework of contractors who will work on a “supply and fit” basis, in respect of painting (including pre-paint repairs), brickwork (pointing, chimney pointing, rendering and cavity wall ties), and hard-landscaping (flagging, paving, tarmacing, concreting, fencing, gates, metal railings, handrails and boundary walls). This will be subject to a separate contract notice. It is envisaged that the aforementioned works will be split into lots. It is the intention of neprocurement to split the available work into packages, defined by both work type and geographical zone, with the aim of encouraging participation from a wide spectrum of companies with a range of capacity levels. neprocurement is currently made up of 11 organisations comprising LSVTs, ALMOs and traditional housing associations. These members own over 100 000 properties in the North East of England with a geographical spread from Blyth, westwards to the Durham area and South to include the Redcar area and locations in between. It is anticipated that other landlords in the North East and other areas of the UK, may join the consortium in the future and become clients of the framework. This PIN is therefore placed on behalf of the current and future members and partners. Please note that the award of the framework agreement will not constitute any guarantee of work. The frameworks entered into will be managed by neprocurement and all members and partners, either current or future, will be entitled to call off individual contracts pursuant to the framework agreement.
