REQUEST FOR EXPRESSIONS OF INTEREST
for consultant services for support to the
Ministry of the Economy, Labor and Entrepreneurship (MoELE)– Support to Development of Renewable Heating and Cooling Regulation

The Government of the Republic of Croatia has received a grant from the Global Environmental Facility Trust Fund (GEF), i.e. from the International Bank for Reconstruction and Development (IBRD) as the Implementing Agency of the GEF, in the amount of USD 5.5 million for financing the implementation of the Renewable Energy Resources Project. The main aim of the Project is to support the development of economically and ecologically sustainable market of renewable energy resources. The grant beneficiary is the Ministry of the Economy, Labour and Entrepreneurship (MoELE), and the Implementing Agency of the Project is Croatian Bank for Reconstruction and Development (Hrvatska Banka za Obnovu i Razvitak - HBOR).

Within the framework of the Project implementation, in the part of providing technical assistance support for renewable energy market framework and other market conditions, it has been planned to engage a consulting firm that will provide support for the development of the renewable heating and cooling secondary legislation.

Scope of Services

In order to increase the use of renewables for heating and cooling in residential, service and industrial sector, it is necessary to devise of system of support of eligible producers of renewable heating and cooling energy, covering following technologies: heat pumps, biomass and solar heating, based on the results of study “Concept for preparation of secondary legislation for heat/cooling energy production from renewable energy resources”.

The technical assistance will provide legal support in preparation of secondary legislation: ordinance on the obtaining of status of eligible producers of renewable heating and cooling energy, regulation on the supported share of heating and cooling energy produced from renewable energy sources, regulation on sources and amounts of financial support for eligible producers of renewable heating and cooling energy. On the basis of the aforementioned, the following tasks are envisaged:

- Review of the legal situation regarding the renewable heating and cooling;

- Preparation of draft Ordinance on the obtaining of status of eligible producers of renewable heating and cooling energy;

- Preparation of draft Regulation on the supported share of heating and cooling energy produced from renewable energy sources;

- Preparation of draft Regulation on sources and amounts of financial support for eligible producers of renewable heating and cooling energy.

Submitting the Expressions of Interest

HBOR invites consulting firms (consultants) to indicate their interest in providing the above services. Interested consultants should provide information indicating that they are qualified to perform the above services:

- brochures,
- qualifications in the field of the assignment,
- references, description of similar assignments,
- years in business and experience in similar
conditions,
- experience in region and language,
- qualifications of key staff, availability of appropriate
skills among staff,
- etc.

Consulting firms may associate to enhance their qualifications. After the expression of interest, detailed requests for bids will be sent to the selected firms.

A consulting firm will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004, revised October 2006).

Interested consultants may obtain further information at the address below during working hours from 9:00 a.m. to 3:00 p.m. (local time).

Expressions of interest must be submitted in 3 copies (hardcopy or CD) to the address below by March 27th, 2009, until 3:00 p.m. (local time).
