EXTENSION OF BID SUBMISSION DEADLINE


1. This Specific Procurement Notice (SPN) is an extension of the SPN No: IRCBP/ICB/09/01
originally issued on 19th February 2009 with an original bid submission deadline of 2nd
April 2009 at 12:00 Noon GMT. Bidders are hereby informed that effective 16th March
2009, the bid submission deadline has been extended to 12:00 noon GMT of Tuesday 5th
May 2009. Bidders who wish to withdraw, substitute or modify their bids in line with the
revised bid submission deadline are advised to do so in accordance with Clause 24 of the
Instructions to Bidders (ITB) in the Bidding Documents. All other details of the original
SPN (except the bid submission deadline) remain the same as outlined in the paragraphs
below.

2. The Government of the Republic of Sierra Leone has received funds from the Department
for International Development (DFID) and the European Commission (EC), to be
managed by the World Bank, toward the cost of the Institutional Reform and Capacity
Building Project (IRCBP), and it intends to apply part of the proceeds of this grant
to payments for the lot contracts under SPN No: IRCBP/ICB/09/01. Bidding
will be governed by the World Bank’s eligibility rules and procedures.

3. The Ministry of Finance and Economic Planning through the Institutional Reform and Capacity Building Project (IRCBP) now invites sealed bids from eligible bidders for the construction/rehabilitation of offices as per the following Lots :

6 IRCBP/ICB/09/01 - 06 Construction of Type “B” Building at Kono District Council Koidu, Sierra Leone 12 Months



Bidders are allowed to quote for one or more Lots and will be awarded not more than two Lots depending on the capacity to execute.


4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits (May 2004 revised October1, 2006), and is open to all bidders from eligible countries as defined in the Bidding Documents.

5. Interested eligible bidders for each Lot may obtain further information from the address below and inspect the Bidding Documents at the address given in paragraph 9 below from 9.00 a.m to 4.00 p.m GMT on weekdays.
6. Qualification requirements include: Experience, Financial Situation, Current
contract commitments, Cash flow capacity, Equipment to be allocated,
Personnel to be fielded, etc. Further details are in the Bidding
Documents.

7. Bidding will be limited only to bidders in Financial Class I and above
as defined by the Ministry of Works and Technical Maintenance. For this purpose,
national bidders must be registered with the Ministry of Works and Technical
Maintenance. International bidders must show evidence of being registered in an
equivalent category in their country.

8. A complete set of bidding documents for each Lot in English may be purchased by
interested bidders on the submission of a written application to the address below
and upon payment of a non-refundable fee of three hundred thousand Sierra
Leone Leones (SLL 300,000.00) for national bidders or US$100.00 for international
bidders per lot. Bidders who want Bidding Documents posted to them must pay an
additional US$100.00 or US$50.00 for international and national bidders
respectively for transmission of the documents through DHL or other preferred
courier. The method of payment will be by cash, cashier’s cheque, or Bank Draft to|
Institutional Reform and Capacity Building Project. Bidders who submit bids
without purchasing the bidding documents shall have their bids rejected. The
Bidding Document shall not be obtained electronically.

9. Bids must be delivered to the address below at or before 12:00 noon GMT on 5th May 2009. All bids must be accompanied by a Bid Security of not less than US$6,000.00 (Six thousand United States Dollars) or SLL18,000,000.00 (Eighteen million Sierra Leone Leones) for Lot 1 and US$10,000.00 (Ten thousand United States Dollars) or SLL30,000,000.00 (Thirty million Sierra Leone Leones) per Lot for Lots 2 to 6. Bid Securities in the form of Bid Bonds from Insurance and bonding institutions are not acceptable; they must be in the form of a Bank Guarantee from a reputable bank. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend at the Conference Room at the Location indicated below at 12:00 noon GMT on 5th May 2009.
