The Kyrgyz Republic has applied for financing in the amount of US$ 55
million equivalent from the World Bank and the European Bank for
Reconstruction and Development toward the cost of the National Roads
Rehabilitation Project (NRRP) Phase 1 (Osh-Isfana Road) and it intends to
apply part of the proceeds to payments for goods, works, related services
and consulting services to be procured under this project. This project
will be co-financed by the World Bank and the European Bank for
Reconstruction and Development (EBRD).
The project will include the activities described below.
• Package 2 consists of 2 Lots: Km 125-175 (Pulgon-Burgandy) - Completion
of rehabilitation of 50km of existing gravel trace over hilly / plains
terrain
• Package 3 consists of 1 Lot: i) Km 175-248 (Burgandy-Batken-Tortgul
Reservoir) - Completion of rehabilitation of 73 kms of existing gravel
road / deteriorated asphalt road, over plains / rolling terrain.
• Consultant supervision of the above civil works.
Procurement of contracts financed by the World Bank will be conducted
through the procedures as specified in the World Bank's 'Guidelines:
Procurement under IBRD Loans and IDA Credits' (current edition), and is
open to all eligible bidders as defined in the guidelines. Consulting
services will be selected in accordance with the World Bank's 'Guidelines:
Selection and Employment of Consultants by World Bank Borrowers' (current
edition).
Contracts to be financed with the proceeds of the loan from the EBRD will
be subject to the EBRD's Procurement Policies and Rules and will be open
to firms from any country. The proceeds of the EBRD's loan will not be
used for the purpose of any payment to persons or entities, or for any
import of goods, if such payment or import is prohibited by a decision of
the United Nations Security Council taken under Chapter VII of the Charter
of the United Nations or under a law of official regulation of the
Purchaser's country.
Specific procurement notices for contracts to be bid under the World
Bank's international competitive bidding (ICB) procedures and for
contracts for consultancy services will be announced, as they become
available, in UN Development Business and dgMarket and the Times of
Central Asia. Procurement Notices for contracts to be tendered under the
EBRD's "Open Tendering" procedure and for contracts for consultancy
services financed by the EBRD will also be published on EBRD's Procurement
Opportunities.
Prequalification of contractors will be required for the civil works
contracts covering Packages 2 and 3.

receive invitations to prequalify/bid under ICB or "Open tendering"
procedures, and interested consultants who wish to receive a copy of
advertisement requesting expressions of interest for consultancy
contracts, or those requiring additional information, should contact the
