The People’s Republic of China has received financing in the amount of US$ 710million equivalent from the World Bank toward the cost of the Wenchuan Earthquake Recovery Project, and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project.

The project comprises two provincial parts, one each for Sichuan and Gansu. The focus is on the restoration and recovery of infrastructure and health services in selected counties in both provinces, and, in the case of Gansu, also on the restoration and recovery of education services. Priority has been given to the infrastructure, health and education sectors under the project as the benefits of restoring these sectors in affected areas are expected to support local economic growth through access to markets as well as achieving longer term health and primary and secondary education objectives.

The project is designed using a framework approach. Sub-projects will be selected in a manner that ensures an overall balance between reconstruction and providing the foundation for the longer-term sustainable economic recovery of project towns, with the aim to utilize the full amount of the loan proceeds within the project timeframe. Comprehensive projects that support multiple project sectors in the same county towns and townships will be encouraged.
The project will include the following components

Part 1 – Sichuan Recovery Program (Bank loan US$510 million): i) Infrastructure (Bank loan US$432.4 million) - This component will finance civil works and goods required for the reconstruction and appropriate expansion of infrastructure, in approximately 16 counties in the five municipalities of Mianyang, Guangyuan, Bazhong, Nanchong and Ya’an. ii) Health (Bank loan US$57.6 million) will finance civil works and goods required for the reconstruction and appropriate expansion of health services, in about 19 counties in the seven municipalities of Mianyang, Guangyuan, Bazhong, Nanchong, Ya’an, Chengdu and Deyang. iii) Project support (Bank loan US$20.0 million) will finance training, capacity building and engineering costs of sub-projects.

Part 2 – Gansu Recovery Program (Bank loan US$200.0 million) will finance infrastructure, health and education sub-projects in 7 counties in Longnan Municipality with a focus on Cheng, Hui, and Xihe Counties, including i) Infrastructure (Bank loan US$130.3 million) - This component will finance civil works and goods required for the reconstruction and appropriate expansion of infrastructure; ii) Health (Bank loan US$32.3 million) will finance civil works and goods required for the the reconstruction and appropriate expansion of health services; iii) Education (Bank loan US$33.4 million) will finance facilities and equipment for the reconstruction and appropriate expansion of primary, secondary, and vocational/technical schools; and iv) Project support (Bank loan US$4.0 million) will finance training, capacity building and engineering costs of sub-projects.

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits (current edition), and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition).

Specific procurement notices for contracts to be bid under the World Bank’s international competitive bidding (ICB) procedures and for contracts for consultancy services will be announced, as they become available, in UN Development Business and dgMarket the technical magazines, newspapers and trade publications of wide international circulation and in local newspapers of national circulation.

Prequalification of suppliers and contractors may not be anticipated currently.
