Individual supply contract forecast
1. Publication reference: EuropeAid/128227/D/SUP/ET.
2. Procedure: Open.
3. Programme: EDF.
4. Financing: Financing Agreement No 9548/REG.
5. Contracting authority: The African Union Commission, on behalf of the
ACP Secretariat, CEMAC, Ecowas, IGAD, IOC, SADC, Addis Ababa, Ethiopia.
6. Contract description: This contract constitutes the first supply
contract of the AMESD programme and is composed of 2 lots:
Lot No 1: The first lot of this contract will aim at supplying satellite
receiving stations. These stations include equipment such as antenna, LNB,
DVB-S reception card, PC and software, necessary to receive data broadcast
via EUMETCast Africa (Eumetsat satellite broadcast service of
meteorological and earth observation data over Africa). These will be
deployed in the AMESD beneficiary country, i.e. ACP countries of
sub-Saharan Africa. The shipment of equipment and on-site installation are
part of the contract.
Lot No 2: The second lot of this contract is to sustain the operational
status of EUMETCast stations installed by the project PUMA and deployed in
the 46 ACP countries of sub-Saharan Africa and 5 regional centres. It
includes the provision of supplies to deal with equipment obsolescence. In
particular, all the PCs have to be replaced. It also includes ancillary
services such as maintenance and training.
7. Indicative number and titles of lots: Lot No 1: supply of EUMETCast
receiving stations.
Lot No 2: PUMA stations upgrade, maintenance and training.
8. Intended timing of publication: February 2009.
9. Additional information AMESD (African Monitoring of the Environment
for Sustainable Development):
Launched in 2007, AMESD is scheduled to run to 2012 and receive funding of
EUR 21 000 000 from the European Commission through the European
Development Fund. The programme is managed by the African Union Commission
in Addis Ababa, Ethiopia. A steering committee, composed of the main AMESD
stakeholders — 5 Regional Economic Communities (Ecowas, SADC, CEMAC, IGAD,
IOC) and the ACP secretariat — is providing guidance to the programme.
AMESD's objective is to provide all African nations with the resources
they need to manage their environment more effectively and ensure
long-term sustainable development in the region. Most importantly, AMESD
aims to improve the lives and prospects of the 350 000 000 disadvantaged
people in Africa currently enduring poverty and hardship, and whose
livelihoods depend heavily on their environment.
AMESD aims to provide decision-makers in the Regional Economic
Communities, the Commission of the African Union and at national level
with full access to the environmental data and products they need to
improve national and regional policy and decision-making processes.
AMESD initiative takes the 'Preparation for use of MSG in Africa' (PUMA)
project a stage further by extending the operational use of Earth
observation technologies and data to environmental and climate monitoring
applications. It will also be the precursor of the extension of Europe's
'Global Monitoring of the Environment and Security' (GMES) initiative to
Africa.
10. Legal basis: ACP–EC Partnership Agreement signed at Cotonou on
23.6.2000 as amended on 25.6.2005.
Decision No 2/2002 of the ACP–EC Council of Ministers published in OJ L
320 of 23.11.2002.
Remarks:
There must be a minimum period of 30 calendar days between the publication
of this contract forecast and the publication of the corresponding
procurement notice.
