The Joint Contracting Command-Iraq (JCC-I) intends to solicit, negotiate, and award a requirement for three (3) Joint Terminal Attack Control (JTAC) instructors to teach an Iraqi Forward Air Controller (IFAC) course. The instructors shall teach terminal control of Iraq Air Force (IqAF) kinetic and intelligence, surveillance, and reconnaissance (ISR) assets. The instructors shall be responsible to teach Iraqi MoD and Special Operation Forces (ISOF) personnel to be proficient in organic communication equipment use, map and compass skills (to include land navigation), target graphic builds, and terminal control of Iraqi airborne assets, both fixed wing and rotary wing. The focus will be air assault operations and intelligence, surveillance, and reconnaissance, with familiarization in kinetic Close Air Support. Iraqi students will be trained to integrate Iraqi Army fires (artillery) and airborne assets into the ground commander's scheme of maneuver. All Iraqi students shall be trained to meet these minimum requirements and be certified as a fully qualified I-FACs as outlined in the Iraqi Forward Air Controller (IFAC) Operating Instruction (OI) and the Iraqi Forward Air Controller Qualification Course (IFACQC) Syllabus. Publications pertaining to the procedures for accomplishment of IFAC training will be provided by the Government as an attachment to the solicitation. The instructors will travel to additional locations around Iraq to teach off-site to Iraq Ministry of Defense (MoD) units, as required. These instructors shall work at Area 4, Victory Base Complex, Iraq. The NAICS code is 611710. Award will be made pursuant to a written solicitation which will be made available through the Government-wide Point of Entry (www.fbo.gov). The proposed solicitation number is W91GY0-09-R-0015. The resultant contract will be comprised of a one year base period with two option periods of six (6) months. JCC-I/A will consider all proposals submitted by responsible sources. No paper copies will be issued. Potential offerors are responsible for monitoring this site for release of the solicitation package and any amendments. Submit all questions electronically.
