NAME OF PROJECT: Road Sector Development Stage IV Project (APL 4) in Support of Government’s Road Sector Development Programme

The Federal Democratic Republic of Ethiopia (FDRE) has applied for financing in the amount of US$ 245 million equivalent from the World Bank toward the cost of the Road Sector Development Stage IV Projects (APL 4) and it intends to apply part of the proceeds to payments for goods, works, related services and consultancy services to be procured under this project. This project will be jointly financed by the Government of Ethiopia.

The project will include the following components:

Project Component 1: Upgrading of the Federal Link Roads and Related Supervision Services

i. Upgrading of Mekanejo-Dembi Dolo Link road Project,
ii. Upgrading of Welkite-Hosaina Link road Project and
iii. Upgrading of Ankober-Awash Arba Link road Project

Project Component 2: Institutional Strengthening/ Reform and Capacity Building for ERA

i. Technical Advisory Services to Prepare and Conduct Harmonized “Comprehensive Capacity Building,”
ii. Preparatory Study toward Establishing a Highway Engineering Research Center.

Project Component 3: Network Management Studie

i. Maintenance Needs Assessment and Updating Road Financing Study
ii. Transport and Poverty Observatories (TPOs)
iii. Preparatory Studies for the next phase of RSDP and URAP(Universal Rural Access Roads Program)

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits (May, 2004 , Revised October 1, 2006), and is open to all eligible bidders as defined in the guidelines. Consultants for the services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May, 2004).

Specific Procurement Notices for contracts to be bid under the World Bank’s International Competitive Bidding (ICB) procedures and for contracts for consultancy services will be announced, as they become available, in UNDBonline website, dgMarket website and The Ethiopian Herald news paper.

Pre-Qualification of contractors will be required for Upgrading of Mekanejo-Dembi Dolo Link Road Project (181km Asphalt in Three (3) contracts)
Post Qualification of contractors will be required for the following contracts ;
a) Upgrading of Welkite-Hosaina Link Road Project (124 km Asphalt in Two (2) contracts)
b) Upgrading of Ankober-Awash Arba Link road Project (89km Double Surface Treatment in Two (2) contracts)
