Expressions of Interest

This request for expressions of interest follows the general procurement notice (WB2568-730) for this project that appeared in Development Business online, on June 25, 2008.

The Government of Bosnia and Herzegovina has received a credit from the International Development Association (IDA), and intends to apply part of the proceeds of this credit to payments under the contract for (A) the technical assistance to the PIU of JP Elektroprivreda Bosne I Hercegovine in procuring and supervising the IDA-financed contracts described in the Terms of Reference, and (B) the study to develop a design to reduce emissions of sulfur dioxide and nitrogen oxide at the Thermal Power Plant Kakanj.

The services include:
Task A: Technical assistance to EPBiH during the procurement process required for the thermal power plants. The consultants shall assist, inter alia, in (1) reviewing the bidding documents and technical specifications; (2) providing clarifications and amendments to the bidders during the bidding process; (3) reviewing the bid evaluation reports and assistance in evaluation of bids, if appropriate; (4) reviewing the draft contract documents; and (5) attending the final testing of equipment and works (proving of functional guarantees).

Task B: Preparation of a study to define the optimal variant for reducing the emission of sulfur dioxide and nitrogen oxide at the Kakanj TPP, considering the present situation with regard to the emissions, legal obligations and other country’s obligations pursuant to international contracts and relevant European regulations, while considering the period up to the year 2025.

The Project Implementation Unit of EPBiH now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating their that they are qualified to perform the services (company profile, organization and staffing; brochures; description of similar assignments undertaken in previous five years including their location; experience in similar conditions; availability of appropriate skills among staff, including CVs of key staff). Consultants may associate to enhance their qualifications.

A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers May 2004, revised October 2006.
