Framework Agreement for Strengthening Economic Wellbeing in North East
Lincolnshire.

II.3) SHORT DESCRIPTION OF NATURE AND QUANTITY OR VALUE OF SUPPLIES OR
SERVICES: North East Lincolnshire Council is seeking to establish a
Framework Agreement to deliver the 10 year Economic Wellbeing Strategy for
North East Lincolnshire to meet priorities within its second Local Area
Agreement. The ultimate aim is to provide a framework which will provide
support to allow individuals the ability to independently seek employment
and maintain the status of employment for themselves without the need for
external agencies and create employment opportunities within the borough
working with our employers. Value: Initially £10m with up to GBP 50 000
000 across, what is currently anticipated to be, 5 work streams over the 4
years Initial ideas centre around a framework agreement covering the
following subject areas (lots): 1. Engagement; 2. Empowerment; 3.
Environment for Employment – Equipping; 4. Environment for Employment -
Enabling; 5. Creating Employment Opportunities. A contractor awareness
event is being held and will provide an opportunity to explore how desired
outcomes could be met, thus allowing the methodology to be explored and
the lots to be more clearly defined.

II.7) ADDITIONAL INFORMATION: The anticipated framework agreement is
expected to run for 4 years, being reviewed annually. As this will be a
framework agreement, North East Lincolnshire Council does not guarantee
any volume or value of work awarded. All applicants will be expected to
complete a Pre Qualification Questionnaire. For projects arising under the
framework selected contractors will be invited to compete under mini
competition based on predetermined criteria which will be stated in the
Contract Notice. However, for specific projects that arise, North East
Lincolnshire Council may select a framework contractor to undertake the
project without competition. Providers will be delivering interventions
designed to support individuals who have been out of work for a long time
towards paid employment and with employers in North East Lincolnshire to
create opportunities for employment. The deadline for expressions of
interest is 20.3.2009. It is anticipated that, a contractor awareness day
will be held on 26.3.2009. Further details to be confirmed. It is
anticipated that following a selection and shortlisting process throughout
the procurement exercise, approximately 5 respondents will be awarded
places on each of the individual lots within the framework agreement.

TITLE: Engagement
1) SHORT DESCRIPTION: Providing a variety of different entry routes into
support services for people who have been out of work for a long time who
face multiple barriers in entering the workforce such as mental health,
financial, skills, transport. Once engaged with the programme they will be
referred into a personalised programme of support within the empowering
workstream. This may include but is not limited to the following key areas
of the journey; — Motivation and self responsibility, — Networks and
relationships, — Living skills, — Use of time.

TITLE: Empowerment
1) SHORT DESCRIPTION: At this stage participants are supported in order
to overcome barriers that may prevent them looking for, or gaining
employment. This may include but is not limited to the following; —
Address transport as barrier to employment — Care — Offending — Managing
money — Confidence — Substance misuse — Physical health — Emotional and
mental health — Tenancy management – Advisory and support services.
