GENERAL PROCUREMENT NOTICE

Government of Republic of Cape Verde

MILLENNIUM CHALLENGE ACCOUNT-CAPE VERDE

The Government of the Republic of Cape Verde has received grant funding of approximately United States Dollars One Hundred and Ten million (USD 110 million) from the Millennium Challenge Corporation (MCC) of the United States Government to enable the Government of Cape Verde to implement this program and achieve the objectives of the MCC Grant (Compact), and it intends to apply parts of the proceeds of the funds to payments for Contracts for Goods, Works and Services.

The procurement program for the January 2009 to June 2009 time period will include the following:

Procurements for January 2009 to June 2009
Total estimated value – 2,29 million USD

Procurement of Goods in the Watershed Management and Agriculture Support, Program Administration, and General IE/MAA Administration sectors for the projects activities, to include:
 Small purchases under DGPE procedures to be done by IE/MAA for the project activities: topographical survey, office supplies and other small expenses
 Seed and Vegetative Plant Production
 Informatics Equipments: Laptop computers and one UPS for UG-MCA-CV
Procurement of Works in the Watershed Management and Agriculture Support to include:
 Construction of warehouse for packing, conservation & treatment (Santo Antão)
 Construction of warehouse for packing and conservation (Fogo)
 Construction of warehouse for packing and conservation (S. Nicolau)
Procurement of Services (to include Consulting Services) in the Program Administration, and Monitoring & Evaluation to include:
 Treasury Specialist
 SIGOF Mapping
 Organization Specialist
 Training on Procurement Procedures for Central Government, Autonomous Institutions and Municipalities
 Training in M&E
 Data Quality Review II
 GIS Database
 TA for GIS database TOR
 Programming of the MS Project
 Training: GIS
 Training: MS Project
 Special Studies on Economic Impact of the Port

Contracts for Goods, Works and Services financed under the program will be implemented according to the principles, rules and procedures set out in the Millennium Challenge Compact Procurement Guidelines, dated October 2005 as amended and restated in April 2008 version.

Procurements are open to all bidders from eligible source countries as defined in the guidelines, which can be downloaded at http://www.mca.cv

Specific procurement notices for contracts to be tendered under the competitive bidding procedures and for consultant contracts will be announced, as they become available, on the MCA-Cape Verde website (http://www.mca.cv), Development Business Online (http://www.devbusiness.com), Development Gateway Market (DgMarket: http://www.dgmarket.com and http://mcc.dgmarket.com/index ), in local newspapers, and other media outlets as appropriate.
