Description

The Department is seeking to acquire a commercial off-the shelf product to support GCIF and subsequent new grant programs by establishing a common, scalable grant management system platform that also has the potential to replace existing Department legacy grants systems.

The establishment of the Green Car Innovation Fund (GCIF) has placed an immediate requirement on the Department of Innovation, Industry, Science and Research (DIISR) to deliver an appropriate grants management solution to support GCIF.  The solution must be in operation to support the administration of GCIF grants to industry from 1 July 2009.  In addition to GCIF, there are anticipated requirements to administer subsequent new complex competitive grants and entitlement schemes.

Conditions for Participation:
Each tender must include, as a component, an Australian-based presence that, as a minimum, provides relationship management with the Department and a single point of contact for technical and functionality help and support for the life of the resultant contract. this requirement is established because of the close working relationship needed during the finalisation of GCIF policy and future granting programs;

The tenderer and any subcontractors proposed in the tender must not be named as not complying with the Equal Employment Opportunity for Women in the Workplace Act 1999 (Cth);

The tenderer and any subcontractors proposed in the tender are not insolvent, bankrupt, in liquidation, or under administration or receivership;

The tenderer and any proposed subcontractors are not named on the list of persons and entities designated as a terrorist under the Charter of United Nations (Terrorism and Dealings with Assets) Regulations 2008;

The tenderer does not have any judicial decision against them (not including decisions under appeal) relating to employee entitlements in respect of which they have not paid the claim.

Timeframe for DeliveryThe Department expects to enter into a 12 month contract with options to extend for up to 5 years.
