SPECIFIC PROCUREMENT NOTICE

SOCIALIST REPUBLIC OF VIETNAM
VIETNAM ROAD SAFETY PROJECT
Package B4.4 – 2 set of Mobile testing equipment/Truck.

The Socialist Republic of Vietnam has received financing from the World Bank toward the cost of the Vietnam Road Safety Project, and it intends to apply part of the proceeds toward payments under the contract for 2 sets of mobile testing Equipment/Truck. The Traffic Safety Project Management Unit now invites sealed bids from eligible and qualified bidders for supply of 2 sets of Mobile testing equipment/Truck. The delivery period is 8 to 10 month from date of contract signature.

Bidding will be conducted through the international competitive bidding procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, May 2004, and is open to all eligible bidders as defined in the guidelines.

Interested eligible bidders may obtain further information from and inspect the bidding documents from the Traffic Safety Project Management Unit at the address below during office hours 8:30 to 16:30 from Monday to Friday. A complete set of bidding documents in English may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of 1,500,000 VND(One million and five hundred thousand Dong) or 100 U$D (One hundred US dollar). The method of payment will be cash, certified check or direct deposit to the bank account below.

The document will be sent by courier, if required, upon payment of the said amount for bidding document plus express courier fee of 100 USD abroad or VND locally to the account of TSPMU at Bank for Investment and Development of Vietnam, Quang Trung Branch (Address: Building Chingfong, 53 Quang Trung St, Hai Ba Trung Dist, Ha Noi, Vietnam); Account No. 123.10.37.0034035 for USD and Account No 123.10.00002313.3 for VND via airmail for overseas delivery and regular courier for local delivery.

All bids must be accompanied by a bid security of 30,000 U$D (thirty thousand U$ dollar) or an equivalent amount in Vietnam Dong, and be delivered to the address below at or before 8h30 (Local time) on April 16, 2009. They will be opened immediately thereafter, in the presence of bidders’ representatives, who choose to attend, at the address below at 9h00 April 16, 2009. Late bids will be rejected.
