SECTION II: OBJECT OF THE CONTRACT
II.1) TITLE ATTRIBUTED TO THE CONTRACT BY THE CONTRACTING ENTITY: Smart
metering: Fieldtest - Proof of concept.
II.2) TYPE OF CONTRACT: Supplies.
II.3) SHORT DESCRIPTION OF THE CONTRACT OR PURCHASE(S): Eandis is a
Belgian Distribution Grid Operator(DGO) serving about 2.45 million
electricity customers and 1.45 million natural gas customers in the
Flanders area. Eandis has developed a new communication concept for smart
metering that incorporates several unique properties and features. In this
context, Eandis has deposited a patent (n° W3009/000869-A1). Eandis wants
to execute a proof of concept on the field with appr. 2500 smart
electricity meters and appr. 1500 gas meters to examine the feasibility of
its new communication concept. The fiedtest is necessary to replace
finally all electricity and gas meters with smart meters in a timeframe of
about 5 years starting in a few years time. A detailled procurement
planning for this proof of concept is described under II.8. Interested
candidates for delivering an operational smart metering system are invited
to respect scheduled timelines. It is Eandis’ goal to get a single
(lead)vendor with a turnkey system (i.e. electricity and gas meters with
wired and wireless connection, PLC-GPRS-Broadband-Internet-RF
communication and a software allowing bi-directional communication to
operate with the connected energy meters). Final selection of the
candidates will be done after extensive lab tests which are conducted
prior to the final allocation.
