Individual service contract forecast
1. Publication reference: EuropeAid/128146/C/SER/AZ.
2. Procedure: Restricted.
3. Programme: Tacis.
4. Financing: Tacis action programme 2006 for Azerbaijan.
5. Contracting authority: European Community, represented by the European
Commission, on behalf of and for the account of the beneficiary country,
Baku, Azerbaijan.
6. Nature of contract: Fee-based.
7. Contract description: The institutional building Twinning programme,
with the aim to support and strengthen the administrative and juridical
capacity to approximate Community legislation in the beneficiary
countries, was extended to Azerbaijan in 2006. For management of the
Twinning programme in the beneficiary country, the Programme
Administration Office (PAO) in Azerbaijan was established: currently, the
Foreign Investment and Aid Coordination Department in the Ministry of
Economic Development of the Republic of Azerbaijan performs the functions
of the PAO. The aim of this project is to support the PAO administratively
and operationally, building on the EU-funded project Implementation of
Twinning and TAIEX Operations (ITTO) in Azerbaijan which will be finalised
in August 2009.
8. Indicative budget: EUR 1 100 000.

11. Legal basis: Council Regulation (EC, Euratom) No 99/2000 of
29.12.1999 concerning the provision of assistance to the Partner states in
Eastern Europe and central Asia, as amended by Council Regulation (EC) No
2122/2005 of 21.11.2005.
